Job summary

Progressive Laboratories in the Philippines is seeking an experienced Engineering Manager to oversee the design, layout, and operation of production lines and facility systems, ensuring continuous toll manufacturing.

You will drive PM/PdM programs, manage CAPEX projects, ensure GMP and regulatory compliance, mentor the engineering team, and collaborate across functions to deliver reliable, safe operations.

Qualifications

• Bachelor's degree in Mechanical Engineering.
• Licensed Mechanical Engineer.
• 3–5 years of progressive engineering experience in manufacturing.
• 2–3 years in a leadership role.
• Experience in pharmaceutical or regulated manufacturing is an advantage.
• Familiarity with GMP, FDA/BAI regulatory requirements, and validation protocols (IQ/OQ/PQ).

Responsibilities

• Oversee design, layout, and operation of production lines and facility systems.
• Ensure equipment and facilities meet cGMP, FDA/BAI, and regulatory requirements.
• Develop and implement a preventive and predictive maintenance program for all equipment.
• Reduce unplanned downtime and equipment failures.
• Oversee spare parts inventory and optimize carrying costs.
• Lead root cause analysis investigations and implement CAPA.
• Manage maintenance budgets, contractors, and SLAs.
• Lead CAPEX planning, justification, and execution for new installations and expansions.
• Manage project scope, timeline, budget, and quality from feasibility to validation.
• Coordinate with contractors, suppliers, and regulators on upgrades.
• Conduct cost-benefit and ROI analyses for capital projects.
• Ensure installations and modifications undergo IQ/OQ/PQ validation before turnover.
• Build and mentor the engineering and maintenance team.
• Champion safety culture and ensure OSH compliance.
• Support audits related to facilities and systems.
• Collaborate cross-functionally with Production, QA, Supply Chain, Admin and Security.
• Prepare and present performance reports, budgets, and project updates to leadership.

Job description

• Oversee the engineering design, layout, and operation of production lines, process equipment, and facility systems (HVAC, water treatment, compressed air, boilers, electrical distribution) to support uninterrupted toll manufacturing operations.
• Ensure equipment and facilities meet current Good Manufacturing Practice (cGMP), FDA/BAI, and other regulatory requirements applicable to animal health and veterinary product manufacturing.
• Manage energy efficiency, utilities consumption, and sustainability initiatives across plant operations.

2. Maintenance & Reliability

• Develop, implement, and continuously improve a preventive and predictive maintenance (PM/PdM) program for all production, packaging, and facility equipment.
• Drive initiatives to reduce unplanned downtime and equipment failures.
• Oversee spare parts inventory management, ensuring critical spares are available while optimizing carrying costs.
• Lead root cause analysis (RCA) investigations for major equipment breakdowns and implement corrective/preventive actions (CAPA).
• Manage maintenance budgets, contractor/vendor relationships, and service level agreements for outsourced maintenance work.

3. Projects & CAPEX Management

• Lead capital expenditure planning, justification, and execution for new equipment installation, facility expansion, and process improvement projects.
• Manage project scope, timeline, budget, and quality for engineering projects from feasibility through commissioning and validation.
• Coordinate with external contractors, equipment suppliers, and regulatory bodies on facility upgrades, new line installations, and expansion initiatives.
• Conduct cost-benefit and ROI analyses for proposed capital projects and present recommendations to senior management.
• Ensure all new installations and modifications undergo proper validation/qualification (IQ/OQ/PQ) before turnover to operations.

4. Leadership, Safety & Compliance

• Build, mentor, and manage the engineering and maintenance team, including hiring, training, and performance management.
• Champion a strong safety culture; ensure compliance with occupational health and safety (OSH) standards, environmental regulations, and internal safety protocols across all engineering activities.
• Support internal and external audits (regulatory, quality, safety) related to facilities and engineering systems.
• Collaborate cross-functionally with Production, Quality Assurance, Supply Chain, Admin and Security.
• Prepare and present engineering performance reports, budgets, and project updates to executive leadership.

Qualifications

• Bachelor's degree in Mechanical Engineering
• Must be a Licensed Mechaninacl Engineer
• Minimum 3-5 years of progressive engineering experience in a manufacturing environment, with at least 2-3 years in a leadership capacity.
• Experience in pharmaceutical, animal health, veterinary products, feed manufacturing, or a related regulated manufacturing industry is an advantage.
• Demonstrated experience managing preventive maintenance programs, capital projects, and cross-functional teams.
• Working knowledge of GMP, FDA/BAI regulatory requirements, and validation protocols (IQ/OQ/PQ) is highly desirable.
• Strong project management skills; PMP certification is a plus.
