To lead the Driver Acquisition Department of GreenGSM in Philippines: the strategy, team leadership, channels, processes. etc. that deliver a sufficient, high-quality, and compliant supply of driver-partners to meet fleet utilization and nationwide expansion targets, at the right cost & speed.
Responsibilities:
1. Driver Recruitment Strategy & Workforce Planning
- Own the nation-wide driver acquisition strategy and translate fleet growth and utilization targets into monthly and quarterly hiring plans by city and depot.
- Forecast driver supply needs in partnership with Operations and Fleet, accounting for seasonality, attrition, and new-city launches.
- Set and manage the driver acquisition budget, cost-per-hire targets, and channel investment mix.
2. Team Leadership & Capability Building
- Lead, coach, and scale the driver recruitment team (Driver Acquisition Managers, recruiters, and field/onboarding staff).
- Set individual and team targets, review performance, and build the capability and headcount structure needed to support expansion.
- Instill a data-driven, candidate-experience-first recruiting culture.
3. Sourcing, Channels & Employer Positioning
- Develop and diversify sourcing channels: field/on-ground activation, referrals, competitor conversion, driver communities, Viber/FB social groups, TPO/agency partnerships, depot walk-ins, etc.
- Position Green SM as the employer/partner of choice for professional drivers, emphasizing EV, stable earnings, and support.
- Own the driver-facing recruitment funnel and conversion optimization across all channels.
4. Screening, Onboarding & Compliance
- Define and standardize screening, documentary, and background-check requirements (Professional Driver's License, NBI/police clearance, driving assessment, medical).
- Ensure full compliance with the Philippine Labor Code, LTFRB / TNVS and taxi franchising requirements, and data-privacy regulations across all recruitment activity.
- Partner with Training and Operations for a smooth hire-to-deployment handover and fast time-to-first-trip.
5. Stakeholder & Cross-functional Management
- Serve as the recruitment counterpart to Operations, Fleet, Depot, Training, and Finance, aligning supply plans with operational demand.
- Coordinate within the matrixed governance structure (HRBP, DOA approval chains, and Vietnamese parent-company oversight) and report progress to senior leadership.
- Build and own the driver recruitment dashboard: funnel metrics, cost, time-to-onboard, source effectiveness, and early attrition.
- Use data to reallocate budget, retire underperforming channels, and continuously improve the recruitment process.
Requirements
- Bachelor's degree in Marketing, Business, or a related field; MBA a plus.
- Core expertise lies in blue-collar talent acquisition, including 7+ years leading teams, with strong exposure to high-volume, field, driver recruitment.
- Experience in ride-hailing, taxi, logistics, transport, gig-economy, or large-scale field-force.
- Proven ability to build sourcing strategies, online & offline activation, hit aggressive volume targets at a controlled cost-per-hire.
- Solid working knowledge of the Philippine Labor Code and LTFRB / TNVS driver and franchising requirements.
- Strong leadership, stakeholder management, and cross-functional influencing skills, ideally within a matrixed or multinational organization.
- Data-literate: comfortable owning recruitment metrics, budgets, and dashboards.
- Fluent English; Filipino strongly preferred. Willing to travel nationally.
