Job summary

Department of Social Welfare and Development Central Office - Government is seeking a Division Chief for the DRMB to provide technical leadership, oversee capacity-building and emergency preparedness activities, and coordinate with external partners for disaster response operations.

The role includes mentoring staff, developing strategic plans, ensuring timely recruitment, and maintaining compliance across programs in line with national standards.

Responsibilities

• Act as Division Chief under supervision, guiding projects, mentorship, and staff in capacity building and emergency preparedness.
• Ensure timely compliance of division commitments across project implementation, finances, and human resource management.
• Lead policy papers, manuals, and modules for disaster preparedness aligned with national standards.
• Review proposals and provide guidance for preparedness activities and projects.
• Oversee recruitment, training, deployment, and readiness of manpower including Quick Response Teams.
• Coordinate capacity-building initiatives across Camp Coordination and Camp Management, Internally Displaced Persons Protection, QRT Management, and DRMB mandates.
• Lead deployment of QRT staff for disaster-related activities.
• Foster partnerships with international organizations, NGOs, and government agencies.
• Develop mechanisms and processes to ensure effective, timely preparedness and response operations.
• Oversee procurement, prepositioning, and management of Non-Food Items.
• Lead development of the Bureau’s strategic plans and long-term commitments.
• Mentor division staff to foster a productive and cooperative work environment.
• Ensure timely recruitment and hiring of DRMB personnel in line with guidelines.
• Provide technical supervision to ensure commitments and deliverables are met.
• Attend meetings organized by development partners and other stakeholders.
• Represent the division in the Bureau’s Management Committee and other engagements with internal and external partners/stakeholders.
• Undertake additional duties assigned by higher authorities.
