Globe Telecom in the Philippines seeks a seasoned governance executive to unify value realization and capital governance, serving as final escalation before the PMO Steering Committee. This role requires broad enterprise perspective and ability to arbitrate between value and cost across the portfolio.
You will lead Pillar governance, set standards, and oversee a consolidated Value-Capital Scorecard, reporting to the Investment Council.

Single point of accountability for the enterprise's value realization and funding governance discipline agenda, sitting above the Value Assurance and Capital Assurance functions. The role exists to ensure the two disciplines operate as one system — that “value” (are we building the right things and capturing the benefit) and “capital” (are we spending money the right way, at the right velocity) are treated as two sides of the same governance coin.
This is a role for a seasoned governance executive who can arbitrate between competing value and capital signals, hold portfolio-wide standards to account, and act as the final internal escalation point before issues are raised to the PMO Steering Committee or C-suite.
Work Experience: 10+ years in Portfolio/Program Governance, Financial Management, or Strategy, including 3-5+ years leading both value/benefits management and capital/cost governance functions.
Level of Knowledge: Deep understanding of portfolio governance, capital planning (TCO/CAPEX/OPEX), and benefits realization (ROI/NPV/EVM). Telco or large enterprise program environment preferred.
Education: Bachelor’s degree in Finance, Accounting, Business or a related field required; MBA or equivalent advanced degree in Finance/Business preferred.
Soft: Executive presence, arbitration and negotiation, cross-functional influence, structured decision-making, coaching and team development, clear executive communication
Hard: Portfolio governance framework design, ROI/NPV/EVM modeling, TCO/CAPEX-OPEX analysis, risk management standards (COSO ERM), benefits realization methodology, financial literacy
Certification/License: CPA, PMP, PgMP, or PfMP preferred; CFA or FMVA an advantage.
