- Conduct site inspections to evaluate project prospects
- Prepare cost estimates and project field budgets including BOQs
- Monitor and maintain records of quantity, cost, and material usage vs accomplishments
- Ensure correct progress billings and prepare variation orders when needed
- Coordinate with procurement and accounting for cost tracking
Duties and Responsibilities
- Conduct site inspections to assess conditions, scope, and feasibility for estimation
- Gather and verify field data, measurements, and existing site conditions
- Coordinate with Project Engineer on technical requirements prior to estimation
- Prepare detailed quantity take-offs, cost estimates, and BOQs based on plans and specs
- Develop project field budgets aligned with approved estimates and scope of work
- Update and revise estimates as design changes or scope adjustments arise
- Prepare complete bidding documents including BOQs, bid forms, and cost schedules
- Monitor and record actual quantities, material usage, and costs vs approved budgets
- Identify cost variances and overruns; report findings to Project Engineer
- Maintain updated and organized records of all quantity and cost-related documents
- Review and verify contractor progress billings for accuracy and alignment with accomplishments
- Prepare and process variation orders for changes in scope, quantity, or specifications
- Ensure all billings and variation orders are properly documented, justified, and approved
Authorities
- Verify and certify quantities of work accomplished before processing contractor billings
- Initiate and prepare variation orders upon confirmed changes in scope or quantities
- Request supporting documents from contractors and suppliers for billing verification
- Escalate billing disputes, cost overruns, and unresolved variations to Project Engineer
Minimum Specifications
- Licensed Civil Engineer
- Preferably with SO2 certification
- At least 3 years of quantity surveying experience (public/private works)
- Knowledge of government procurement and billing
- Strong analytical skills and attention to detail
- Computer literate (for field reporting)
