Job Summary

The Cost Control Engineer is responsible for the overall financial monitoring, budget tracking, and cost management of construction projects. This role bridges field operations and senior management, ensuring that projects are executed within approved financial baselines, on schedule, and in strict compliance with contract budgets and financial standards. The Cost Control Engineer oversees cost estimation, manages financial documentation including budget variances and progress billing reports, and serves as the primary technical point of contract for cost-related evaluations with the client, consultants, and contractors.

Key Duties and Responsibilities

• Oversee and coordinate the financial execution and budget tracking of the project.

• Manage project cost baselines and cash flow forecasts; analyze cost variances; identify budget overruns or financial slippages; and formulate strategic financial recovery plans.

• Review, manage and propose comprehensive financial and technical documentation, including detailed quantity take-offs, cost estimates, budget allocations, and change order evaluations.

• Assist in the preparation, evaluation, and negotiation of financial adjustments, including Variation Orders (VO), Time Extensions (TE) with cost impacts, and monthly reviews of Accomplishment for billing.

• Maintain close collaboration with the Procurement Department, Accounting/Finance Department, and Warehouse Department to reconcile material and resource costs.

• Coordinate with site personnel while maintaining clear communication channel between the project manager, client representatives, subcontractors, and suppliers regarding cost implications.

• Enforce financial governance protocols and ensure project expenditures adhere to company budgeting standards and contract provisions.

• Oversee Uploading of Material Requisition and Material Consumptions to record material expenses of projects.

Qualifications

• Bachelor's degree in Civil Engineering or related field

• RCE is not mandatory, but holding a valid engineering license is considered an advantage.

• At least 5 years of relevant experience with a proven track record in cost engineering, estimating, or project controls role.

• Proficient in reading, interpreting, and implementing construction drawings, specifications, and project schedules (Bar Charts/S-Curves) to evaluate cost impacts.

• Excellent technical writing, organizational, and reporting skills with an exceptional eye for financial details and contractual compliance.

• Strong analytical and leadership capabilities with the ability to make critical financial decisions under pressure, manage multidisciplinary cost data, and negotiate with client representatives effectively.

• Solid knowledge of construction materials, methodologies, pricing, and market rates.

• Proficiency in project management software, cost control databases, or advanced spreadsheet and basic CAD operations is a plus.
