STRATEGIC STAFFING SOLUTIONS (S3) PHILIPPINES is seeking a Senior Project Manager to lead a major aviation and industrial manufacturing project in Manila. The role requires an engineering background and end-to-end project delivery experience from planning through handover.

The position is onsite in Manila for 8–10 months with travel to Batangas during construction and commissioning, reporting to the Project Director.

Qualifications

• 15+ years of relevant experience in project management, engineering, manufacturing, construction, industrial facilities, aviation, aerospace, MRO, or related industries.
• Amenable to stay in Manila for 8 months and travel to Batangas and Manila if needed during infrastructure builds
• Proven experience as a Senior Project Manager, Project Director, or equivalent.
• Strong experience managing large and complex projects from planning through construction, commissioning, and handover.
• Proven experience with end-to-end manufacturing builds, industrial facilities, production environments, equipment installation, or major engineering/construction projects

Responsibilities

• Take full responsibility for project delivery from planning through completion and handover.
• Develop project plans, schedules, budgets, milestones, and key deliverables.
• Manage engineering, procurement, manufacturing/build, construction, commissioning, and handover activities.
• Coordinate clients, engineers, contractors, consultants, suppliers, and internal teams.
• Monitor project progress, costs, resources, quality, and risks.
• Identify issues early, make timely decisions, and keep the project on track.

Direct Reports: Project Managers, Assistant Project Managers, Project Coordinators, Project Engineers, and other project team members as required

Work Set-Up: Full-time, primarily onsite

Primary Location: Manila, Philippines

Schedule: Day Shift / Project-Based Schedule

Position Overview

We are looking for a highly experienced Senior Project Manager to manage a major aviation and aerospace/industrial manufacturing project in the Philippines.

The ideal candidate will have a strong engineering background and experience in aviation, aerospace, aircraft manufacturing, MRO, or industrial manufacturing. Candidates from other industries with strong end-to-end manufacturing or industrial build experience will also be considered.

This is a hands‑on role requiring someone who can take full responsibility for the project, manage teams and stakeholders, make key technical and commercial decisions, and oversee delivery from planning through construction, commissioning, and handover.

The role will be onsite in Manila for approximately 8–10 months, followed by regular travel between Manila and Batangas once construction begins.

Key Responsibilities

Project Management

• Take full responsibility for project delivery from planning through completion and handover.
• Develop project plans, schedules, budgets, milestones, and key deliverables.
• Manage engineering, procurement, manufacturing/build, construction, commissioning, and handover activities.
• Coordinate clients, engineers, contractors, consultants, suppliers, and internal teams.
• Monitor project progress, costs, resources, quality, and risks.
• Identify issues early, make timely decisions, and keep the project on track.
• Prepare regular project status, cost, risk, and progress reports.
• Engineering & Manufacturing
• Work closely with engineering teams to review designs, specifications, and technical requirements.
• Ensure designs are practical, buildable, and aligned with project requirements.
• Manage the integration of engineering, manufacturing, equipment installation, construction, and commissioning activities.
• Conduct value engineering, buildability, and technical reviews.
• Resolve technical and execution issues with engineers, contractors, and suppliers.

Procurement & Commercial

• Manage RFP/RFQ preparation, tendering, procurement, and contractor/vendor selection.
• Review scopes of work, technical requirements, commercial proposals, and contracts.
• Manage consultants, contractors, suppliers, and manufacturers.
• Monitor project costs, forecasts, cash flow, variations, claims, and change orders.
• Support commercial negotiations and ensure appropriate approvals are obtained.
• Monitor long‑lead items and procurement schedules.
• Construction & Site Execution
• Manage the construction and physical build phase of the project.
• Coordinate contractors, subcontractors, engineers, vendors, and site teams.
• Monitor construction progress, quality, safety, and schedule.
• Resolve construction, engineering, procurement, and coordination issues.
• Travel regularly between Manila and Batangas once construction begins.
• Oversee commissioning, operational readiness, and final handover.

Quality, Safety & Compliance

• Ensure compliance with applicable Philippine regulations, project requirements, and industry standards.
• Maintain appropriate quality, health, safety, and environmental controls.
• Ensure project documentation and deliverables meet required standards.
• Support compliance with ISO 9001, ISO 1401, and ISO 45001 where applicable.
• Ensure aviation and manufacturing requirements are properly incorporated into project delivery.
• Project Closeout
• Manage testing, commissioning, completion, and handover.
• Ensure outstanding works and defects are completed.
• Coordinate as‑built drawings, manuals, warranties, training, and other handover documents.
• Complete financial and contractual closeout.
• Conduct project reviews and document lessons learned.
