Job summary

Qualifications

• College Level/Graduate of Nursing, BS in Engineering or in any related courses
• With at least 3 years of working experience with QEHS Management in Logistics and Supply Chain
• With at least 2 years work experience in supervisory level in Internal Auditing for Integrated Management System (ISO 14001:2004, OHSAS 18001:2007, ISO 19011:2002)
• Preferably with training in BOSH, PCO, LCM, OHNAP

Responsibilities

• Conducts internal reviews or audits to ensure compliance procedures are followed; monitors compliance systems for effectiveness
• Conducts or directs internal investigations of compliance issues
• Assesses risks and develops risk management strategies
• Conducts environmental audits to ensure adherence to environmental standards
• Directs environmental programs (air/water compliance, storage tanks, spill prevention, hazardous waste, waste management, indoor air quality, pest management, training, disaster preparedness)
• Identifies compliance issues requiring follow up or investigation
• Files compliance reports with regulatory agencies and reports violations as required
• Evaluates testing procedures for environmental monitoring programs
• Supports internal/external auditors in QEHS reviews
• Prepares management reports on compliance operations and progress
• Collaborates with HR to implement action strategies for violations
• Follows HR and EHS policies and procedures
• Consults with Executive Committee on difficult legal compliance issues

Job description

The Compliance Manager is responsible for managing and supervising the Compliance department in MCSSI Mandaue branch. One is responsible in developing and overseeing control systems to prevent and deal with violations with internal policies and of legal guidelines for Quality, Occupational Health, Safety and Environmental Management Systems. One is also responsible in assessing and evaluating the efficiency of controls and improve them continuously.

Main Position Function:

• Conducts periodic internal reviews or audits to ensure that compliance procedures are followed; monitors compliance systems to ensure their effectiveness.

• Conducts or directs the internal investigation of compliance issues.

• Assesses product, compliance or operational risks and develops risks management strategies.

• Conducts environmental audits to ensure adherence to environmental standards.

• Directs environmental programs such as the following:

  • Air or water compliance
  • Aboveground or underground storage tanks
  • Spill prevention or control
  • Hazardous waste or materials management
  • Solid waste recycling
  • Medical waste management
  • Indoor air quality
  • Integrated pest management
  • Employee training
  • Disaster preparedness

• Identify compliance issues that requires follow up or investigation.

• File appropriate compliance reports with regulatory agencies; reports violations of compliance or regulatory standards to duly authorized enforcement agencies as appropriate or required.

• Evaluate testing procedures to meet the specifications of environmental monitoring programs.

• Provides assistance to internal or external auditors in compliance reviews for QMS & EHS.

• Report Generation – Preparation of management reports regarding compliance operations and progress.

• Collaboration with HR to ensure the implementation of consistent action strategies in cases of compliance standard violations.

• Strictly follows Human Resource (HR) and Environment, Health and Safety (EHS) policies and procedures.

• Consultation with Executive Committee as necessary to address difficult legal compliance issues.

Education and Experience:

• College Level/Graduate of Nursing, BS in Engineering or in any related courses

• With at least 3 years of working experience with QEHS Management in the field of Logistics and Supply Chain

• With at least 2 years work experience in supervisory level in Internal Auditing for Integrated Management System (ISO 14001:2004, OHSAS 18001:2007, ISO 19011:2002)

• Preferably with training in BOSH (Basic Occupational Health and Safety), PCO (Pollution Control Officer), LCM (Loss Control Management), OHNAP

Analytical Skills:

• Good working knowledge in effective approaches, systems and procedures in managing QEHS

• Good working knowledge in QEHS policies and systems, as well as international standards.

• Good knowledge on the following:

  • Risk management and mitigation
  • Prevention of professional accident or illness
  • Protection of the site physical and intellectual properties

• Meticulously keen to details

• Able to develop people, add value rather than exercise formal authority

Communication Skills:

• Effective communication skills in both written and verbal (English/Filipino)

• Good and strong interpersonal skills and the ability to work in a solid team environment

• Effectively communicates to the management committee (Mancom) regarding the department’s overall performance and suggested action plans to improve business financial goals

Computer Skills:

• Competency in MS Office (ie. spreadsheets, advanced excel formula etc), databases, and presentation tools

• Proficient in the relevant management software programs

Physical Requirements:

• Roving is normally performed inside the cold storage, dry storage and blast area
