Job summary

Asian Development Bank HQ in Manila invites applications for a Financing Partnerships Officer to strengthen PSC/TF administration and trust fund management within the CCSD. The role integrates financial governance, donor engagement, and IT system development to digitize fund management operations.

The ideal candidate has a Bachelor’s in Business/Finance and 8+ years across the project cycle, with strong analytical and English-language skills. Open to internal and external applicants.

Qualifications

• Bachelor's degree in Business Administration, Finance, Economics or related field.
• At least 8 years of relevant experience across the project cycle from processing to implementation.
• Strong analytical skills aligned with Bank procedures and project cycles.
• Knowledge of bilateral donors and international financial institutions’ policies on lending and project financing.
• Understanding of statistical and financial accounting concepts.

Responsibilities

• Provide technical support for PSC administration, review narratives and financial reports, monitor milestones, and coordinate with financing partners.
• Lead drafting of cofinancing amendments and develop templates for partners to improve collaboration.
• Coordinate forex, fees, and reserves, prepare remittance requests, and facilitate audit preparation.
• Support trust fund management, ensure MOUs and donor commitments are up to date, and assist TF financial statements and audits.
• Serve as SME for IT systems like IEFMS and coordinate with IT and related departments on cofinancing requirements.
