Job summary

INTEC Energy Solutions in Manila, Philippines, is seeking a Civil Estimator to prepare accurate quotations for civil works, review drawings, and develop detailed BOQs for tenders. You will monitor costs, conduct risk analyses, and support bid strategies to secure opportunities.

The ideal candidate has a Civil Engineering or Quantity Surveying degree and at least 5 years of estimating experience, with proficiency in Excel, Expert Estimation or Candy, AutoCAD, and ERP tools.

Qualifications

• Bachelor’s degree in Civil Engineering, Quantity Surveying, or related field.
• Minimum 5 years of civil estimating experience, preferably on AUD $10M–$50M+ projects.
• Demonstrated experience in tender preparation and bid strategy.
• Strong understanding of civil construction disciplines: bulk earthworks, drainage, FRP concrete, roadworks.

As an international company we are looking for a Civil Estimator who will work in Manila, Philippines

Job Responsibilities

• Prepare accurate and competitive quotations and tenders for civil works, including bulk earthworks, drainage, FRP concrete, and roadworks.
• Review and interpret technical drawings, specifications, and tender documentation and prepare detailed Bills of Quantities (BOQs).
• Develop detailed cost estimates aligned with project budgets, margin targets, and commercial requirements.
• Obtain and evaluate competitive pricing from suppliers and subcontractors.
• Conduct cost and risk analysis and clearly identify key assumptions, exclusions, and commercial risks in tender submissions.
• Support bid/no-bid decisions by providing relevant cost, risk, and commercial information.
• Collaborate with planning, design, engineering, procurement, and construction teams to ensure constructability, methodology, and staging are accurately reflected in pricing.
• Lead or support pre-tender site visits, technical clarifications, tender reviews, and client presentations.
• Monitor industry trends, competitor activity, and market conditions to support pricing strategies and identify new project opportunities.
• Contribute to bid strategies, pre-contract planning, and pipeline development for priority tenders and major project pursuits.
• Follow up on submitted tenders and support activities aimed at converting opportunities into awarded projects.
• Develop and maintain professional relationships with clients, consultants, subcontractors, and suppliers.
• Support business development activities and identify opportunities for new markets and project opportunities.
• Ensure smooth project handover from estimating/pre-contracts to the delivery team, including clear scope and documentation.
• Provide estimating support during project delivery, particularly for scope changes, variations, and cost adjustments.
• Maintain and improve estimating databases, systems, templates, and processes.
• Conduct post-tender reviews and estimate-to-actual cost variance analysis to improve forecasting and estimating accuracy.
• Contribute to the development and implementation of estimating systems and procedures for a growing civil construction business.
• Work closely with IT and operations to ensure estimating systems integrate effectively with cost control, procurement, and CRM systems.
• Mentor and provide technical guidance to junior estimators or project engineers involved in pre-contract activities.
• Promote continuous improvement, innovation, and the use of technology within the estimating function.
• Ensure estimating practices comply with company governance, commercial, and risk management requirements.
• Identify potential health and safety risks during project planning and ensure appropriate controls are considered in estimates.
• Contribute to project reviews, identify opportunities for cost savings without compromising quality, and support operational efficiency.
• Foster collaborative relationships with internal and external stakeholders and represent INTEC professionally at meetings, site visits, and industry events.

Qualifications

• Bachelor’s degree in Civil Engineering, Quantity Surveying, or a related field.
• Minimum 5 years of experience in civil estimating, preferably with exposure to projects valued at AUD $10M–$50M+.
• Demonstrated experience in successful tender preparation and bid strategy.
• Strong knowledge of civil construction disciplines, particularly:
• Bulk earthworks
• Drainage
• FRP concrete
• Roadworks
• Experience supporting or developing estimating teams, systems, and processes within a growing business.
• Strong understanding of commercial risk, pricing strategy, cost management, and supplier management.
• High proficiency in estimating software such as Expert Estimation and/or Candy, as well as Microsoft Excel.
• Familiarity with ERP systems, contract administration tools, and AutoCAD.
• Knowledge of Power BI is an advantage.
• Excellent communication, stakeholder management, and negotiation skills.
• Proven ability to manage multiple concurrent tenders (10–20) while meeting competing deadlines.
• Strong ability to interpret technical drawings and prepare detailed BOQs.
• Valid driver’s licence and willingness to travel for site visits and pre-bid inspections.
