Responsibilities

• Does technical evaluation of properties in line with the Department's system and policies.
• Conducts site inspection, verification of title/s, and appraisal of properties for acquisition through CMP.
• Gathers and analyzes data necessary for the appraisal report.
• Prepares title verification and site inspection, appraisal, and compliance reports.
• Validates documents submitted by stakeholders and assesses them for loan release.
• Evaluates site development and housing construction cost estimates for feasibility.
• Checks property boundaries, transfer title descriptions, and subdivision plans.
• Identifies issues in the evaluation process and recommends solutions.
• Prepares materials for SHFC Board presentation, including maps and project photos.
• Canvasses prices of other construction materials as needed.
• Performs other related functions as assigned by the supervisor.

Duties and Responsibilities / Scope of Work

1. Does technical evaluation of properties in accordance with the Department's system and procedures, and program's terms and policies;
2. Conducts site inspection, verification of title/s, and appraisal of properties of acquisition through CMP;
3. Gathers and analyzes general and specific data necessary in the preparation of appraisal report;
4. Prepares title verification and site inspection, appraisal, project accomplishment, and compliance reports;
5. Validates accomplishment/compliance documents submitted by stakeholders and assesses conditions thereof for purposes of loan release;
6. Undertakes thorough evaluation of the site development and house construction cost estimates submitted by the originator/community association to determine the technical feasibility of the proposed projects under SHFC's housing programs;
7. Checks the:
   • property's boundaries and configuration through plotting
   • accuracy of the technical description inscribed in the Transfer Certificates of Title
   • approved subdivision plan
   • total land area
   • Identifies the issues/bottlenecks encountered in the evaluation/appraisal process and recommends solution thereof;
   • Prepares materials for presentation to the SHFC Board of Directors such as maps showing comparable CMP projects within the vicinity and pictures of projects to be endorsed for LOG approval;
   • Canvasses prices of other construction materials; and
   • Performs other related functions as may be assigned by the immediate supervisor from time to time.
