Job summary

TESDA seeks a Chief Technical Education and Skills Development Specialist to lead regional operations. The role directs activities, reviews policy recommendations, and ensures effective program implementation across TVET stakeholders.

Strong leadership, networking and analytical thinking are required to drive social marketing and multi-sector collaboration. Experience in supervision, policy development and program governance is essential, with a Master’s or CSC leadership certificate.

Qualifications

• Master’s degree or CSC Leadership and Management certificate.
• Minimum 4 years supervisory/management experience.
• 40 hours of supervisory/management learning and development intervention.
• Career Service (Professional) or Second Level Eligibility.

Responsibilities

• Directs, supervises and coordinates the operations and activities of the Regional Operations.
• Reviews and finalizes policy recommendations on TVET for approval by higher authorities.
• Recommends to the Regional Director systems and procedures for policy program implementation.
• Provides technical services and staff advice on TVET to stakeholders such as VTIs, industries, NGOs and LGUs.
• Manages and implements plans, programs, projects and services.
• Initiates social marketing, advocacy and networking.
• Monitors and evaluates programs, projects and services.
• Ensures active multi-sectoral participation of public and private agencies on TVET.
• Recommends measures for efficient operations of the division.
• Performs other related functions as may be authorized.

POSITION: CHIEF TECHNICAL EDUCATION AND SKILLS DEVELOPMENT SPECIALIST (RE-OPEN)

ITEM NUMBER: TESDAB-CTESDS-2-2025

OFFICE: REGIONAL OPERATIONS DIVISION (ROD), TESDA NIR

SALARY: SG-24 (PhP 98,185.00) PERA: P2,000.00 RATA: P10,000.00

THE HIREE WILL BE RESPONSIBLE FOR THE FOLLOWING:

• 15 % - Directs, supervises and coordinates the operations and activities of the Regional Operations;
• 10 % - Reviews and finalizes policy recommendations on TVET for approval of higher authorities;
• 10 % - Recommends to the Regional Director systems and procedures to ensure efficient and effective policy program implementation;
• 10 % - Provides technical services and staff advices on TVET to Vocational Technical Institutions, industries, worker's organizations, LGUs, NGOs and other stakeholders;
• 10 % - Manages and implements plans, programs, projects and services;
• 10 % - Initiates social marketing, advocacy and networking;
• 10 % - Facilitates the monitoring and evaluation of programs, projects and services;
• 10 % - Ensures active multi-sectoral participation of concerned public and private agencies on TVET;
• 10 % - Recommends measures for effective and efficient operations of the division;
• 5 % - Performs other related functions as maybe authorized.

OTHER QUALIFICATIONS OF THE HIREE ARE:

• Education: Master’s degree OR Certificate in Leadership and Management from the CSC
• Experience: 4 years of supervisory/management experience
• Training: 40hours of supervisory/management learning and development intervention
• Eligibility: Career Service (Professional)/ Second Level Eligibility
