Job summary

Astek is seeking a Business Analyst to manage BAU operations, governance, enhancements, and continuous improvement for the government portal. The role collaborates with business users, IT teams, vendors, and stakeholders to ensure reliable service delivery and ongoing platform improvements.

The position requires strong analytical skills, 4+ years in BA/IT project delivery, and experience with JIRA/Confluence. Knowledge of PDPA and WoG platforms is advantageous.

Qualifications

• Minimum 4 years of experience in business analysis and IT project delivery.
• Experience delivering IT projects within government or public sector is preferred.
• Strong analytical, troubleshooting, and stakeholder management skills.
• Knowledge of incidents, changes, root cause analysis, UAT, testing, and system governance.
• Good communication across business, technical, and external stakeholders.

Responsibilities

• Manage day-to-day BAU operations to maintain system availability, performance and reliability.
• Serve as liaison for incidents, service requests, system issues, and enhancements.
• Prioritise and track incidents, service requests, and change requests according to SLAs.
• Perform root cause analysis and coordinate with IT teams, vendors and GovTech.

• Maintain data quality and integrity for reporting and analytics.
• Ensure operations comply with governance policies and PDPA.
• Identify opportunities to streamline processes and improve functionality; maintain SOPs, docs, knowledge base.

• Collaborate with UX designers and developers on responsive, accessible web apps.

Role Overview:

We are seeking a Business Analyst to manage Business-As-Us-ual (BAU) operations, governance, enhancements, and continuous improvement for the government portal. The role will work closely with business users, IT teams, vendors, and the stakeholders to ensure reliable service delivery, effective issue resolution, and ongoing platform improvements.

Key Responsibilities

• Manage day-to-day BAU operations to maintain system availability, performance, and reliability.
• Serve as the key liaison for business users on incidents, service requests, system issues, and enhancement requirements.
• Prioritise and track incidents, service requests, and change requests in accordance with established SLAs.
• Perform root cause analysis (RCA) and coordinate issue resolution with internal IT teams, vendors, and GovTech.
• Gather and analyse business requirements for system enhancements and translate them into clear functional requirements.
• Coordinate testing, releases, and deployment activities for system enhancements and changes.
• Maintain data quality and integrity while supporting reporting and analytics for operational insights and policy-making.
• Ensure system operations comply with relevant governance policies, data protection requirements, and the Personal Data Protection Act (PDPA).
• Identify opportunities to streamline processes and improve system functionality, user experience, and operational efficiency.Maintain SOPs, system documentation, and knowledge base articles.
• Work with relevant Whole-of-Government (WoG) tools and platforms where applicable.
• Collaborate with business users, UX designers, and developers on responsive, accessible, and maintainable web applications.

Requirements

• Minimum 4 years of strong experience in Business Analysis, IT project delivery, and application/BAU support.
• Previous experience independently managing IT projects within a Singapore Government agency, either as a Project Manager or Business Analyst/Project Manager.
• Strong analytical, troubleshooting, requirements gathering, and stakeholder management capabilities.
• Experience managing vendors and SLA-driven service delivery.
• Proficiency with requirements and project management tools such as JIRA and Confluence.
• Knowledge of incident management, change management, root cause analysis, UAT/testing, release coordination, and system governance.
• Understanding of data governance, data quality, reporting, analytics, and PDPA requirements.
• Good communication skills with the ability to coordinate across business, technical, and external stakeholder groups.

Technical Skills

• Experience with or good understanding of frontend technologies including ReactJS, JavaScript, HTML5, and CSS3.
• Experience working with business users, UX designers, and developers to deliver web applications.
• Familiarity with Whole-of-Government (WoG) tools and Government technology environments is an advantage
• Government on Commercial Cloud (GCC)
