Upgrade Energy Philippines (UGEP), a leading renewable energy company in the Philippines focused on delivering high-quality and cost-competitive solar energy and energy efficiency projects, is seeking a Bids & Compliance Officer to join our growing team.
The Bid & Compliance Officer is responsible for driving, coordinating, and managing the end-to-end preparation of winning bid proposals and regulatory compliance filings for distributed generation and embedded solar / energy storage projects targeting Philippine Distribution Utilities (DUs) and Electric Cooperatives (ECs). This role ensures that all commercial, technical, and regulatory submission requirements are rigorously met, on time, and fully compliant with local grid and power market regulations.
Proposal & Tender Management: Prepare, review, and refine end-to-end technical offers, commercial proposals, and project presentation packages for prospective clients and partner organizations.
Partner Alignment: Serve as a key internal technical liaison for joint venture partners and sales teams, ensuring technical inquiries and proposal requests are addressed promptly.
Regulatory Oversight: Ensure technical proposals and project designs comply with prevailing energy regulations, distribution utility standards, and industry grid codes.
Corporate & Technical Archive: Maintain, secure, and organize critical legal, corporate, and technical records (including SEC certifications, corporate permits, technical track records, and licenses) for seamless deployment.
Compliance Tracking: Monitor evolving industry standards and regulatory frameworks to keep UGEP’s proposal templates and operational workflows fully compliant.
Grid Compliance: Coordinate with engineering to initiate Distribution Impact Studies (DIS) for awarded projects.
Permitting Tracking: Oversee and document the progress of preliminary permits (DOE Renewable Energy Service Contracts, environmental clearances, LGU endorsements) needed during the bidding or post-award stage.
Regulatory Filings: Manage timely submission of post-award compliance documentation to relevant regulatory agencies (DOE, ERC, NEA, WESM/IEMOP where applicable).
Pipeline & Follow-Up Management: Drive operational progress by actively monitoring project milestones, conducting routine follow-ups with internal and external stakeholders, and resolving administrative bottlenecks.
Executive Administrative Support: Assist business unit leadership with documentation, report preparation, official correspondence, and strategic workflow management.
Record Keeping: Maintain centralized tracking databases for active business opportunities, partner interactions, and project updates.
Education: Bachelor’s Degree in Engineering (Electrical, Electronics, Mechanical, Civil), Business Administration, Management, or a related technical/commercial field.
Experience: Minimum 1–3 years of experience in bid management, tender preparation, or regulatory compliance within the Philippine power/renewable energy sector.
Exceptional organizational and document management skills with high attention to detail.
Strong written and verbal communication skills with the assertiveness needed to lead project coordination and follow-ups.
Proficiency in MS Office Suite (Excel, Word, PowerPoint) and modern document management tools.
High degree of flexibility, initiative, and ability to manage multiple priorities independently.
