Job summary

Relief International (RI) is seeking a consultant to conduct a baseline assessment for Project LIFE, ensuring data quality and alignment with MEAL plans. You will coordinate with health authorities and field teams to validate data and establish baselines for indicators.

The role includes developing data collection tools, disaggregation standards, and a complete handover package with datasets and documentation for ongoing monitoring.

Qualifications

• Bachelor's or Master's degree in a relevant field.
• At least 5 years of professional experience in monitoring and evaluation, baseline assessments, research or humanitarian/development programming.
• Demonstrated experience conducting baseline assessments and developing MEAL systems/tools.
• Strong experience in quantitative and qualitative data collection, data analysis and interpretation.
• Experience working with health, humanitarian, community-based or development programs.
• Experience working with government health facilities, LGUs and/or community stakeholders is an advantage.
• Strong analytical, report-writing and presentation skills.

Responsibilities

• Review proposal, logframe, MEAL Plan, indicators and existing assessments.
• Map baseline requirements, validate values and identify data gaps.
• Develop baselinemethodology, workplan, data collection tools and QA procedures.
• Ensure disaggregation by sex, age and other characteristics with safeguarding.
• Coordinate with RHUs, LGUs, BARMM MOH, DOH and stakeholders to validate health data.
• Support primary data collection when secondary data are insufficient.
• Clean, analyze and validate quantitative and qualitative data, and report limitations.
• Prepare and present a draft baseline report and finalize it with feedback.
• Provide a complete handover package including data dictionary and recommendations.

Education

Bachelor's or Master's degree in Monitoring and Evaluation, Statistics, Public Health, Social Sciences, Development Studies, or a related field

5+ years in monitoring and evaluation, baseline assessments, or humanitarian/development work

Experience in baseline assessments and MEAL systems/tools

Quantitative and qualitative data analysis and interpretation

Experience with health, humanitarian, community-based programs

Experience with government health facilities, LGUs, or community stakeholders

Strong analytical, report-writing and presentation skills

Knowledge of ethical data collection, safeguarding and data protection
