Job summary

Astra Otoparts Philippines, Inc. is hiring a Finance Manager to lead the accounting team in Cebu City. You will oversee daily activities, ensure timely closing, and maintain accuracy of financial records, while driving internal controls and compliance with IFRS/GAAP.

Qualifications

  • Bachelor's Degree in Accountancy required.
  • 5–8 years working experience in accounting/finance.
  • Experience supervising accounting team and handling AP/AR/GL preferred.

Responsibilities

  • Oversee daily accounting team activities and ensure accuracy.
  • Manage financial reporting, closing, and accuracy of statements.
  • Supervise AP/AR/GL processes and journal entries.

5.1 MAIN JOBS
A. Team Leadership and Supervision

- Supervise and manage daily activities of the accounting team, ensuring tasks are completed accurately and on time

- Delegate responsibilities effectively and monitor workload distribution

- Evaluate staff performance, provide coaching, and support professional development

- Ensure adherence to company policies, procedures, and internal controls

B. Financial Reporting and Record Management

- Maintain complete and accurate financial records in compliance with accounting standards (e.g., IFRS/GAAP)

- Prepare and review monthly, quarterly, and annual financial statements and management reports

- Analyze financial data and provide insights to support decision-making

- Ensure timely closing of books and reporting deadlines

C. Accounts Management (AP/AR/GL)

- Oversee accounts payable and receivable functions, ensuring proper recording and timely processing

- Review and approve invoices, payment vouchers, and journal entries

- Monitor outstanding receivables and coordinate collection efforts

- Ensure accuracy of general ledger accounts and proper account classifications

D. Reconciliation and Internal Controls

- Perform and review bank, balance sheet, and intercompany reconciliations

- Investigate and resolve discrepancies and unusual transactions

- Strengthen and enforce internal control procedures to safeguard company assets

- Ensure compliance with audit requirements and internal policies

E. Taxation and Regulatory Compliance

- Prepare and review tax computations and returns (e.g., VAT, income tax, withholding tax)

- Ensure timely and accurate filing with government agencies (e.g., BIR, SEC, PEZA)

- Monitor changes in tax regulations and ensure company compliance

- Coordinate with external tax consultants when necessary

F. Audit and Compliance Support

- Assist in internal and external audits by preparing required schedules and documentation

- Address audit findings and implement corrective actions

- Ensure completeness, accuracy, and proper filing of financial documents

G. Budgeting, Forecasting, and CAPEX

- Support the preparation and review of annual budgets and financial forecasts

- Monitor budget utilization and analyze variances

- Manage CAPEX requests, approvals, and tracking of expenditures

- Provide financial analysis to support investment decisions

H. Systems and Process Improvement

- Maintain and ensure accuracy of accounting systems (e.g., SAP or other ERP systems)

- Identify process gaps, inefficiencies, and risks in accounting operations

- Recommend and implement process improvements and automation initiatives

- Develop and update accounting policies and standard operating procedures

I. Cross-Functional Support

- Collaborate with other departments (Operations, Procurement, HR, etc.) on financial matters

- Provide financial guidance and support for business initiatives

- Ensure proper financial coordination for operational and strategic activities

5.2 JOBS REGARDING HANDLING MAN-POWER

a. General Accounting Staff

- Train and mentor staff on accounting systems (e.g., SAP) and internal procedures

- Assign and monitor tasks such as invoice processing, journal entries, reconciliations, and financial report preparation

b. Cost Accounting Staff

- Assign tasks such as cost computation, inventory valuation, standard costing updates, and variance analysis

- Monitor and analyze production variances (material, labor, overhead) and report findings to management

Oversee inventory counts and reconciliation, including coordination with warehouse and production teams

Internal

a. Finance Manager : Reporting, financial review, and strategic alignment

b. Accounting Team : Supervision and coordination of daily activities (AP, AR, General Ledger, Bank Reconciliation)

c. Operations : Cost monitoring and inventory-related transactions

d. Procurement : Supplier payments and invoice verification

e. HR Department : Payroll and employee-related financial matters

f. IT Department : System support (e.g., SAP or accounting systems)

External

a. External Auditors : Audit requirements and financial statement review

b. Government Agencies : Compliance and statutory reporting (BIR, SEC, PEZA etc.)

c. Banks and Financial Institutions : Bank transactions, funding and reconciliations

d. Suppliers / Vendors : Payment coordination and account reconciliation

DECISION-MAKING AUTHORITY
  1. Review and approve invoices, payment vouchers, and disbursements in accordance with company policies

  2. Decide on proper accounting treatment of transactions based on applicable standards and internal guidelines

  3. Endorse budget proposals, CAPEX requests, and expenditure justifications for management approval

  4. Ensure compliance with regulatory requirements and initiate corrective actions when needed
