Program Background

The Australia–Indonesia Partnership for Health Transformation (KITA SEHAT) is a bilateral initiative between the Governments of Australia and Indonesia to support the transformation of Indonesia’s human and animal health systems, policy, and governance. The program is funded for up to AUD 100 million over eight years (2025–2033) and is delivered in two four-year phases.

KITA SEHAT is delivered in partnership with the Government of Indonesia at both the national and subnational levels. At the national level, the program works with the Ministry of National Development Planning/National Development Planning Agency, the Ministry of Health, and the Ministry of Agriculture. At the subnational level, KITA SEHAT partners with the provincial governments of Nusa Tenggara Timur (NTT), Jawa Barat, and Papua Barat Daya, as well as selected United Nations (UN) agencies such as WHO, UNICEF, and UNFPA. The program supports the implementation of Indonesia's National Medium-Term Development Plan (RPJMN) 2025–2029 by contributing to the achievement of National Priorities 2 and 4.

The goal of the program is to Indonesia progresses toward ‘health for all’ as an integral part of achieving its long-term inclusive economic growth and human capital development goals. To achieve this, the program works towards four interconnected end-of-program outcomes (EOPOs) that collectively contribute to a stronger, more resilient, and more inclusive health system:

• Primary health care policy and governance – by 2033, national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.
• Primary health services – by 2033, selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups.
• Health system enablers – by 2033, national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions.
• Health security – by 2033, national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

KITA SEHAT focuses on the health priorities that matter most to local communities. The Role

Role Background:

The Health Systems Liaison Officer will strengthen communication and coordination between KITA SEHAT and the Government of Indonesia, particularly in Health Systems Sector at MoH, BAPPENAS, sub‑national and other relevant key stakeholders during KITA SEHAT implementation. This will help to support the effective delivery of program activities, ensure alignment with national priorities, and promote cross‑sectoral collaboration in health security and health system strengthening.

The role will work closely with the Public Health (Ministry of Health) Liaison Officer. Their work will be complementary, with the Public Health Liaison Officer coordinating all public health‑related activities (mainly EOPO1 and EOPO2), and the Health Systems Liaison Officer coordinating all health systems (enablers) and health security activities (EOPO3 and 4).

In addition, the role will support internal coordination across KITA SEHAT program, operations, finance, procurement, MEL, GEDSI, and communications teams to help ensure that activities are implemented in a timely and well‑documented manner. While the role may support activities related to Ministry of Health engagement, the main roles will be in supporting engagement with other health system stakeholders, including BAPPENAS and other relevant stakeholders.

Roles and Responsibilities:

The Health Systems Liaison Officer will support the effective delivery of KITA SEHAT by facilitating coordination, communication and follow up with government counterparts and other stakeholders, and by providing practical implementation and administrative support to the KITA SEHAT team.

Key responsibilities include:

• Stakeholder liaison and coordination: Support communication and coordination with relevant Government of Indonesia counterparts and other stakeholders, particularly those involved in health system enablers and health security. Facilitate information flow, meeting arrangements and follow up on agreed actions.
• Activity implementation support: Assist KITA SEHAT managers, technical leads and advisers to coordinate and implement assigned activities, including meetings, workshops, consultations and field missions.
• Internal coordination: Work with program, operations, finance, procurement, MEL, GEDSI and communications teams to support timely implementation of activities and completion of associated requirements.
• Meeting and documentation support: Assist with the preparation of agendas, presentations, briefing materials, meeting notes, action lists and other program documentation, and follow up agreed actions as required.
• Monitoring and reporting support: Help collect and consolidate information on activity progress, stakeholder engagement and emerging issues, and provide regular updates to relevant managers and technical leads.
• Procurement and contracting support: Assist relevant managers and technical leads to prepare Terms of Reference and other documentation required for technical assistance, procurement and contracting processes, and support these processes in coordination with the Operations Team.
• Activity and subcontractor follow‑up: Track agreed activities and deliverables, including those implemented by technical advisers, service providers and subcontractors, and flag delays, issues or risks to the responsible manager or technical lead.
• Translation and communication support: Support Indonesian‑English communication, including coordination of translation and interpretation where required.
• Program administration and records: Support BAST and other relevant administrative processes and ensure key activity and program documentation is appropriately prepared, filed and maintained in KITA SEHAT information management systems.

• Other program support: Provide other liaison, coordination and implementation support relevant to the role as requested by the Human Health Policy Manager or other designated supervisor.

About You

Essential Experience and Knowledge:

• University degree in Public Health, Administration, Social Sciences, Economics, Communications, International Relations, or a related field.
• Minimum of four (4) years of relevant professional experience in liaison, coordination, or partnership roles in national and/or international organisations, preferably in the development sector.
• Demonstrated experience working with government agencies, development partners, and international organisations.
• Proven ability to organise meetings, workshops, and seminars, including preparation of materials, note‑taking, and logistical arrangements.
• Strong skills in data management, analysis, and research, particularly for activity reporting.
• Excellent teamwork and interpersonal skills, with the ability to engage effectively with government officials at various levels.
• Strong communication skills in both English and Bahasa Indonesia (oral and written).
• Excellent organisational skills and attention to detail.
• Advanced computer skills, including Microsoft Office applications.
• Demonstrated initiative, reliability, and integrity.
• Proven ability to work productively in a diverse, fast‑paced environment, and under pressure to meet tight deadlines.

Desirable:

• Experience working in DFAT‑funded programs.
• Knowledge of Human Health relevant Ministries institutional structures and prior experience working on projects under health sectors.
• Demonstrated experience in facilitating the BAST reporting processes.
• Understanding of public health systems and Government of Indonesia’s system.
