The Role

The Program Director oversees the implementation of development programs in Asia Pacific, ensuring effective management of contractual and financial performance and risk to support strong outcomes and contribute to DT Global’s performance and growth. They build strong client relationships to understand goals, facilitate program adaptability and ensure deliverables meet expectations. They ensure that program teams have the skills, experience and tools they need to deliver program outcomes. By aligning decisions with strategic priorities, addressing challenges proactively, and driving continuous improvement, they lead teams to enhance program quality and outcomes.

Main Accountabilities

People & Leadership

• Ensure the program has the leadership, skills, expertise and tools to achieve end of program outcomes and meet client and stakeholder expectations.
• Manage the Program Team Leader, fostering a collaborative environment for effective leadership. Provide support and intervention as required to address challenges.
• Foster collaboration between program and corporate teams and proactively promote company culture and values to ensure there are replicated by the program.
• Oversee program resourcing to ensure optimal performance and value, supporting or leading performance management when needed.
• Participate in recruiting senior program staff to meet strategic resourcing needs.
• Lead a team of corporate resources, offering support, mentoring, and capability building to ensure success and build succession.

Contractual Program Management

• Ensure all contractual requirements, obligations and deliverables in program Head Contracts are being met and effectively delivered.
• Lead the review of Head Contracts, Service Orders and amendments to identify and mitigate areas of risk and ensuring compliance with the corporate legal process.

Client Engagement

• Maintain a collaborative relationship by understanding the client’s goals to ensure the program remains adaptable to emerging opportunities and shifting priorities.
• Resolve client concerns promptly while aligning solutions with company values and objectives.
• Ensure program personnel maintain collaborative relationships with the client, counterpart agencies and stakeholders, stepping in to address challenges as needed.

Development Effectiveness / Strategic Management

• Oversee the strategic direction of the program, continuously monitoring project progress and client feedback. Consults with stakeholders to make strategic decisions to address anticipated implementation challenges.
• Assist the Team Leader with change management to realign the program’s strategic direction as required.

Financial Management

• Oversee and/ or manage the financial performance and profitability of the program, including monitoring margin variations, justifying any discrepancies.
• Oversee and/ or manage the accuracy and timeliness of forecasting, reporting and invoicing to our client, ensuring justification is provided for changes in project forecasts.
• Oversee and/ or manage the accuracy and maintenance of the project Lifetime Budget (LTB), Annual Corporate Budget and Cash Flow Forecasting, providing clear explanation for significant discrepancies; and provide approval of client invoices, project advance requests and project budgets and forecasts for corporate.
• Ensure client invoice sampling process is managed efficiently to minimise any disruption or delay to payment, including follow up with client for certification where delays occur.
• Active participation and oversight of response to financial audits, including accountability for the completion of any corrective actions identified.
• Be the key escalation point to address any financial concerns with the Client Activity Manager.

Program Operations

• Oversee program start‑up activities, transition and mobilisation phases, and ensure effective handover and closure at project completion.
• Ensure head contract requirements are integrated into program operational manuals, personnel and partner agreements, and decision‑making processes.
• Ensure due diligence is conducted, documented and monitored for all personnel, subcontractors, and grantees.
• Review and approve recruitment, procurement, subcontract and grant agreements in accordance with DT Global’s QF1-1 Level of Authority and all other DT Global processes and client policies.

Risk, Compliance, Safeguards & Integrity

• Ensure all program personnel and partners comply with DT Global’s Safeguarding and Integrity policies and procedures (including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH), Child Protection, Environmental Protection, Modern Slavery, Fraud, Anti‑Corruption, Anti‑Bribery, Conflicts of Interest, sanctions screening, etc.) and all other DT Global policies, procedures and requirements.
• Identify, assess and mitigate program risks by facilitating risk management processes, implementing controls, escalating emerging risks.
• Report any actual or suspected policy breaches or incidents promptly (e.g. such as those related to Safeguards, Integrity, Security, HSE, HR, IT, Cybersecurity, Data, Privacy), support investigations and ensure corrective actions are documented and implemented.
• Maintain exemplary personal behaviour in interactions with children and vulnerable people and adhere to all DT Global policies to uphold the highest standards of compliance and integrity.

Reporting

• Oversee the timeliness and quality of all contractual reporting requirements and other deliverables to meet client standards.
• Provide internal reporting on project and commercial performance, key achievements, and risk.

Business Development

• Leverage client relationships, market/country intelligence, and networks to identify and recommend new business opportunities that align with DT Global’s strategic goals.
• Contribute to proposal writing and/ or the identification of skilled candidates for named positions in proposals as needed.

Quality Management

• Implement DT Global Asia Pacific’s Quality Management System, ensuring compliance and suggesting improvements.
• Participate in audits and ensure timely implementation and documentation of corrective actions and improvements.

HSE & Security

• Ensure the program, including its personnel and partners operate in compliance with DT Global’s HSE and Security policies and procedures, legislation, and client contracts.
• Prepare and maintain up to date program HSE and security management plans and risk registers / assessments.
• Ensure all program staff are actively involved in risk identification and hazard reporting process.
• Take reasonable care of your own and others health and safety, seeking assistance when needed.
• Adhere to all other HSE instructions and responsibilities outlined in the HSE management system documentation.

Knowledge, Skills, Experience and Qualifications

• Bachelor's degree in International Development, Business Administration, Law, or a related field.
• Demonstrated experience managing complex development programs, including deliverables, timelines, budgets, and stakeholder engagement.
• Strong understanding of contract management, financial management, and donor‑funded program requirements.
• Proven leadership experience, including managing diverse and geographically dispersed teams.
• Excellent stakeholder management, communication, and influencing skills, with the ability to build effective relationships across sectors.
• Strong strategic planning, program oversight, and problem‑solving capabilities.
• Excellent report writing, editing, and presentation skills.
• Demonstrated understanding of development sector priorities, socio‑political contexts, and cross‑cultural environments.
• Commitment to ethical conduct, integrity, sustainability, equity, and Do No Harm principles.
• Knowledge of donor policies, frameworks, and relevant thematic areas is desirable.
• Successful candidates must provide certified qualifications, complete criminal record checks, and undergo satisfactory reference checks.
