Clean Air Asia is an international non-governmental organization leading the regional mission for better air quality, and healthier, more livable cities throughout Asia. Our mission is to reduce air pollution and greenhouse gas emissions in Asia and contribution to the development of a more sustainable, equitable, and healthier region. We empower governments and cities by inspiring action and focusing efforts on the planning and implementation of solutions at scale, fostering regional cooperation to address issues of mutual concern, and ensuring the integration of air quality management across sectors and institutions. Our work focuses on implementing solutions that reduce air pollution, its detrimental health impacts, and mitigate the climate crisis. We do so by providing policy guidance, building capacity, and making a compelling case for action among stakeholders at city, national, and regional levels. Since 2008, we have been a United Nations-recognized partnership comprised of more than 250 organizations in Asia and internationally, with six Country Networks (Indonesia, Malaysia, Nepal, the Philippines, Sri Lanka, and Vietnam). Our headquarters are in Manila, Philippines, and we have offices in Beijing, China, and New Delhi, India.

Industrial sector is one of the main sources of air pollution in Indonesia. In Greater Jakarta area, for example, industrial sector accounted as the second biggest energy consumers after transportation sector and above energy sector . The challenges on emission reduction in industrial sector remains a challenge due to high upfront investment costs and difficulties in accessing financing. As for the small and micro enterprises, the challenges are even bigger, including limited technical capacity and limited access to suitable technologies.

Clean Air Asia is currently expanding its portfolio in industrial sector, strengthening our current portfolio in air quality management and transportation. It aims to provide additional support for national government, subnational government, and private sectors in developing sustainable industry practices in Indonesia to achieve cleaner air and healhiter livelihood for its people.

In building this portfolio, Clean Air Asia is seeking to engage a Sustainable Industry Lead, Consultant to support the development and implementation of initiatives that promote cleaner, more energy-efficient, and sustainable industrial practices among industrial sector in Indonesia. The Sustainable Industry Lead will contribute technical and strategic expertise to identify opportunities for reducing air pollutant and greenhouse gas emissions from the industrial sector, strengthen stakeholder engagement, mapping out financing opprotunities and support the development of practical solutions and recommendations that can be scaled and aligned with Indonesia’s national sustainability and climate objectives.

JOB SUMMARY

The Sustainable Industry Lead, Consultant will support the development and implementation of initiatives that promote cleaner, more energy-efficient, and sustainable industrial practices among industrial sector in Indonesia. The Sustainable Industry Lead will contribute technical and strategic expertise to identify opportunities for reducing air pollutant and greenhouse gas emissions from the industrial sector, strengthen stakeholder engagement, mapping out financing opprotunities and support the development of practical solutions and recommendations that can be scaled and aligned with Indonesia’s national sustainability and climate objectives.

RESPONSIBILITIES AND SCOPE OF WORK

In close coordination with the Indonesia Director, the Sustainable Industry Lead, Consultant will provide technical leadership and strategic support across the project cycle, from initial scoping and assessment through piloting, evaluation, and scale-up. The key responsibilities will include, but not be limited to, the following:

  • Provide support in program development and management for sustainable industry portfolio under Indonesia office.
  • Lead project management and implementation for sustainable industry portfolio. The leadership role also including research projects.
  • Lead the coordination and engagement with respective city government, national government, private sectors, industrial estate, industrial association and other collaborators in implementing the projects under sustainable industry portfolio.
  • Formulate a project report respective to the deliverables of the project.
  • Performing other roles and tasks in relation to the project.
  • Support the implementation of other projects under Clean Air Asia’s Policy, Research, and Outreach Program as assigned by the Indonesia Director.
ELIGIBILITY REQUIREMENTS AND CRITERIA

The candidate is expected to meet the following qualifications:

  • Master's degree in environmental engineering, Industrial Engineering, Energy, Environmental Science, Sustainable Development, Economics, Finance, Public Policy, or related fields. A bachelor's degree with strong relevant experience may also be considered.
  • At least 7 years of relevant professional experience in sustainable industry, cleaner production, energy efficiency, environmental management, air pollution, climate action, or related fields.
  • Experience working with SMEs, industries, business associations, or private-sector stakeholders, preferably in Indonesia.
  • Practical experience in cleaner production, energy efficiency, emission reduction, pollution prevention, or sustainable technologies.
  • Experience assessing industrial emissions, fuel and energy use, pollution sources, or pollution-control measures. Experience with emission inventories is an advantage.
  • Understanding green financing, sustainable finance, SME financing, or other financing options for clean technology in the industrial sector.
  • Experience coordinating with government agencies, financial institutions, development partners, and other key stakeholders.
  • Experience managing or coordinating projects, including planning, implementation, monitoring, and reporting.
  • Experience developing technical recommendations, policy inputs, guidance, or other project outputs is an advantage.
  • Good written and spoken Bahasa Indonesia and English, with the ability to communicate technical information clearly to both technical and non-technical audiences.
DURATION, REMUNERATION and OTHER BENEFITS

The selected candidate will be engaged from 1 October 2026 to 30 September 2027 under an individual consultancy contract with Clean Air Asia. The Consultant shall provide up to 20-22 person-days of professional services per month, with the specific dates to be mutually agreed upon based on project requirements. To facilitate coordination with project stakeholders, the Consultant shall make reasonable efforts to be available during the organization’s normal business hours for scheduled meetings and consultations. Except for such coordination requirements, the Consultant shall determine the time, place, and manner of performing the services and delivering the agreed output based on the agreed timeline.

The professional fee is competitive but may vary subject to the candidate’s professional qualifications and relevant work experience.
