Mace is seeking a Programme Management Specialist to lead detailed mobilisation activities for the pre-mobilisation readiness review and develop governance, interfaces and plans to mobilise the first airport team.

The role integrates inputs from project controls, risk, commercial management, stakeholder engagement and operations to deliver a coordinated mobilisation framework within a live airport environment.

Formación

• 10+ years in programme management or mobilisation.
• 5+ years in aviation sector, in live airport environment.
• Experience establishing governance and mobilisation arrangements.
• Degree in engineering, construction management, architecture, project management, or related field.
• Professional programme/project management qualification or equivalent experience.
• Strong written and spoken English and Spanish for multicultural environments.
• Experience using Primavera P6, MS Project, Power BI, Aconex, SharePoint or similar.

Responsabilidades

• Identify gaps affecting mobilisation, approvals, operational continuity, cost, programme, safety or delivery confidence.
• Distinguish actions before mobilisation from active management and long-term improvements.
• Define programme roles, interfaces and reporting between Client, airport teams and specialists.
• Support scalable operating model with clear ownership across programme functions.
• Develop the Programme or Project Execution and Mobilisation Plan.
• Coordinate mobilisation activities, milestones, dependencies, approvals and interfaces.
• Ensure mobilisation aligns with requirements within a live airport environment.
• Establish governance, reporting, information flows and escalation routes.
• Maintain risk, issue, action and decision registers with clear ownership.
• Facilitate risk and readiness workshops with specialist input.
• Coordinate stakeholder, permit and approvals requirements with authorities.
• Collaborate with Client representatives and specialist teams to validate arrangements.
• Apply industry best practice and adapt Mace methodologies to client context.

The Project:

The Programme Management Specialist will lead the detailed programme-management activities required for ADP’s pre-mobilisation readiness review. Working under the direction of the Líder de Servicio, the role will assess ADP’s current arrangements and develop the programme structures, governance, responsibilities, interfaces, plans, controls and management processes required to mobilise the first airport team.

The role will translate strategic and operational requirements into practical, controlled and coordinated mobilisation arrangements. It will integrate inputs from project controls, risk, commercial management, stakeholder engagement, airport operations, logistics, permitting and other specialists into a single execution and mobilisation framework.

You’ll Be Responsible For

• Identify gaps that could affect mobilisation, approvals, operational continuity, cost, programme, safety or delivery confidence.
• Distinguish between actions required before mobilisation, actions that may remain under active management and longer‑term improvement opportunities.
• Define programme roles, responsibilities, interfaces and reporting arrangements between the Client, airport teams and supporting specialists.
• Support development of a scalable operating model with clear ownership and accountability across programme and project functions.
• Develop the Programme or Project Execution and Mobilisation Plan.
• Coordinate mobilisation activities, milestones, dependencies, approvals and operational interfaces.
• Ensure mobilisation arrangements align with programme requirements and the constraints of a live airport environment.
• Establish programme governance, reporting requirements, information flows, escalation routes and key forums.
• Establish and maintain risk, issue, action and decision registers, ensuring clear ownership and accountability.
• Facilitate risk and readiness workshops and coordinate specialist support where required.
• Coordinate stakeholder, permit and approvals requirements, including key authorities, dependencies, commitments and decision points.
• Work closely with Client representatives, the Líder de Servicio and specialist teams to develop and validate mobilisation arrangements.
• Apply relevant industry best practice and lessons learned, adapting Mace methodologies to the Clients operational, contractual and regulatory environment.

You’ll Need To Have

• Minimum 10 years' experience in programme management, project management, PMO, mobilisation, or major infrastructure delivery.
• Minimum 5 years' experience in the aviation sector, including work in a live operational airport environment.
• Demonstrable experience establishing and improving programme governance, mobilisation arrangements, operating models and management controls.
• Degree qualification in engineering, construction management, architecture, project management, or a related discipline.
• Professional programme or project management qualification, or equivalent relevant experience.
• Strong written and spoken English and Spanish, with the ability to facilitate meetings and prepare or review programme documentation in a multicultural environment.
• Experience using programme management and reporting tools such as Primavera P6, Microsoft Project, Power BI, Aconex, SharePoint, or similar platforms.
• Strong analytical, problem‑solving and stakeholder management skills.
