Experience Required

• 10–15 years leading cost estimation and proposal preparation for Oil & Gas projects
• Managing tendering processes, bid strategy, and commercial evaluation
• Coordinating with engineering, procurement, and project teams
• Ensuring competitive, accurate, and compliant proposals
• Role based at our Corporate Office Muscat and must be a Mechanical Engineer

Tender Review & Bid Preparation Key Activities

1. Review tender documents, ITT (Invitation to Tender), RFQs, drawings, specifications, BOQs, and scope of work issued by clients such as Petroleum Development Oman, Oxy Oman, Daleel Petroleum LLC, CC Energy Development, and other Oil & Gas operators in Oman.
2. Analyze project requirements, technical specifications, contract conditions, and commercial terms.
3. Prepare detailed cost estimates for civil, mechanical, electrical, piping, structural, infrastructure, and maintenance projects.
4. Identify tender risks, assumptions, exclusions, and clarifications during bid preparation.
5. Prepare accurate material, manpower, equipment, subcontractor, logistics, and overhead cost estimates.
6. Develop project costingsheets, pricing models, and commercial summaries.
7. Obtain and evaluate quotations from suppliers, vendors, and subcontractors.
8. Prepare unit rates, productivity analysis, and resource planning for Oil & Gas construction activities.
9. Analyze market rates, labor costs, equipment utilization, and project execution methodologies.
10. Prepare technical and commercial bid documents in compliance with client requirements.
11. Compile bid schedules, compliance statements, technical queries, and supporting documentation.
12. Coordinate online tender submissions through client portals such as SAP Ariba, In‑Tend, or client procurement systems.
13. Ensure timely submission of tenders within specified deadlines.
14. Maintain tender logs, estimation records, cost databases, and bid history documentation.
