Job summary

Client of HireLebanese in Oman seeks an experienced Estimator to lead cost estimation and tender submissions for utilities infrastructure and civil projects, ensuring data accuracy and compliance.

You will coordinate with engineering, procurement and project teams to develop competitive proposals, support pricing strategies and value engineering, and manage BOQ reviews, supplier quotations, and post-tender clarifications.

Qualifications

• Bachelor's degree in civil, mechanical or electrical engineering.
• 8–12 years of estimation and tendering experience.
• Strong knowledge of estimation software, pricing methodologies and market rate analysis.
• Proficiency in MS Excel, AutoCAD and Primavera for BOQ/time correlation.
• Excellent analytical, numerical and negotiation skills.
• Familiarity with Omani construction market, cost structures, and local suppliers.

To lead and execute the preparation of accurate cost estimates and tender submissions for utilities infrastructure and civil projects and to ensure all estimates are based on complete and verified technical and commercial data

To coordinate with engineering procurement and project teams to develop competitive and compliant proposals and to support management in pricing strategies and value engineering to secure new business opportunities

OperationalReview tender documents drawings specifications and bill of quantities BOQ to identify scope requirements and risks

Prepare detailed cost estimates including materials labor equipment and subcontractor costs

Coordinate with procurement for material quotations and supplier comparisons

Liaise with subcontractors to obtain competitive prices and technical compliance

Evaluate technical addenda clarifications and pre-bid queries to ensure full understanding of tender requirements

Support the preparation of tender summaries cost breakdowns and commercial evaluations

Ensure all estimates comply with company policies project specifications and client requirements

Value Engineering amp Cost OptimizationIdentify cost-saving alternatives and innovative construction methods to improve competitiveness

Review and optimize resource allocation productivity norms and material selections

Contribute to the development of pricing strategies for major bids Coordination amp DocumentationCollaborate with engineering planning and project teams for technical input and constructability reviews

Maintain an organized database of rates cost information and historical project data

Ensure proper documentation and filing of tender submissions and correspondence

Management amp LeadershipGuide and review the work of junior estimators ensuring accuracy and consistency

Participate in tender review meetings bid evaluations and management presentations

Support post-tender clarifications negotiations and contract finalization as required

QUALIFICATIONS

• Bachelor's degree in civil Mechanical or Electrical Engineering
• Minimum 8 12 years of experience in estimation and tendering within utilities infrastructure or heavy civil projects
• Strong knowledge of estimation software pricing methodologies and market rate analysis
• Proficiency in MS Excel AutoCAD and Primavera for BOQ time correlation
• Excellent analytical numerical and negotiation skills
• Strong attention to detail and ability to work under tight deadlines
• Familiarity with Omani construction market cost structures and local suppliers subcontractors
