Job summary

Siemens Mobility seeks an experienced Site EHS Officer to lead health, safety, and environmental efforts across an Oman project site. You will ensure compliance, drive incident investigations, and coordinate with stakeholders to maintain ISO 45001 and 14001 standards.

You will monitor permits, train staff, and conduct safety meetings, toolbox talks, and emergency drills while traveling between project locations as required.

Qualifications

• Diploma or Bachelor’s degree in Engineering, preferably Electrical, Civil, or related discipline.
• Omani nationality is required.
• 3 to 5 years of experience in Health, Safety & Environment, preferably in construction, infrastructure, installation, or railway projects.
• NEBOSH IGC certification with Merit before 2022.
• IOSH Managing Safely certification.
• Lead Auditor certification in ISO 45001 and ISO 14001.
• First Aid certification (Basic or Advanced).
• Valid Oman/GCC driving license is mandatory.
• Experience with Permit to Work (PTW) systems for installation activities.
• Strong knowledge of incident investigation processes and root-cause analysis.
• Knowledge of EHS risk assessment and safety best practices.
• Railway project experience is a plus.
• Excellent communication and interpersonal skills.
• Willingness to travel between project locations.

Responsibilities

• Act as the key contact for Health, Safety, and Environmental matters at project sites, ensuring compliance with EHS principles and regulations.
• Conduct regular site inspections, identify EHS risks, and implement corrective and preventive measures.
• Support ISO 45001 and ISO 14001 implementation and maintenance across the project.
• Monitor legal compliance and ensure on-site requirements are met.
• Prepare detailed EHS reports covering inspections, incidents, and performance metrics.
• Maintain records of EHS performance, incidents, near misses, training, and audits.
• Ensure incidents and near misses are reported, investigated, and root causes identified.
• Monitor subcontractor EHS performance and escalate significant non-compliance to management.
• Assist in obtaining EHS permits, authorizations, and regulatory notifications.
• Review SWMS, Risk Assessments, and PTW to ensure alignment with EHS requirements.
• Communicate EHS requirements clearly to employees and subcontractors.
• Conduct safety meetings, toolbox talks, inductions, and other EHS communications.
• Develop and maintain an EHS training matrix and ensure mandatory training completion.
• Conduct emergency drills and support continuous improvement of emergency readiness.
• Monitor EHS KPIs and participate in project audits and corrective actions.
• Liaise with customers, regulators, and stakeholders on EHS matters.

What Are My Responsibilities?

• Act as the key contact for Health, Safety, and Environmental matters at the assigned project sites, ensuring compliance with Siemens EHS principles, project requirements, contractual obligations, and applicable local and international regulations.
• Conduct regular site inspections, identify potential EHS risks and non-compliance issues, and define, implement, and monitor appropriate corrective and preventive measures.
• Support the implementation and maintenance of ISO 45001 Occupational Health & Safety Management System and ISO 14001 Environmental Management System requirements across the project.
• Monitor compliance with applicable environmental, health, and safety legislation and ensure that relevant requirements are effectively implemented on site.
• Prepare detailed EHS reports covering inspection findings, audit results, incidents, corrective actions, performance indicators, and overall compliance status.
• Maintain accurate and up-to-date records of EHS performance metrics, incidents, near misses, training, inspections, audits, and regulatory submissions.
• Ensure that incidents and near misses are properly reported, investigated, documented, and followed up, including root-cause analysis and implementation of corrective and preventive actions.
• Monitor the EHS performance of subcontractors and consortium partners, conduct assessments, provide feedback, and elevate significant non-compliance to the EHS Manager and Project Manager.
• Support the Project Manager and EHS Manager in obtaining and maintaining required EHS permits, authorizations, certificates, and regulatory notifications.
• Review subcontractor Safe Work Method Statements (SWMS), Risk Assessments, and Permit to Work (PTW) documentation to ensure compliance with project and EHS requirements.
• Ensure that EHS requirements and the project EHS plan are clearly communicated to employees, subcontractors, and other relevant stakeholders.
• Conduct and record safety meetings, toolbox talks, site inductions, and other EHS communication activities.
• Develop and maintain the EHS training matrix, identify training needs, and ensure completion of mandatory internal and third-party EHS training requirements.
• Conduct emergency response drills in accordance with the approved project schedule and support continuous improvement of emergency preparedness.
• Monitor EHS KPIs and targets, support project audits, and develop corrective action plans to address identified gaps.
• Liaise with customers, contractors, regulatory authorities, consultants, and other stakeholders on EHS matters in coordination with the Project Manager and EHS Manager.
• Support the identification and management of environmental risks, including requirements related to controlled or declarable substances used on the project.
• Respond to emergencies, incidents, and near misses and coordinate with relevant emergency response teams to minimize impact and ensure appropriate follow-up.
• Share lessons learned and best practices and contribute to the continuous improvement of EHS processes, procedures, and initiatives.
• Support the evaluation of contractors' EHS performance and provide relevant feedback to the Project Procurement Manager and EHS Manager.

What Do I Need to Qualify for This Job?

• Diploma or Bachelor’s degree in Engineering, preferably Electrical, Civil, or a related discipline.
• Omani nationality is required.
• 3 to 5 years of experience in Health, Safety & Environment, preferably within construction, infrastructure, installation, or railway projects.

• Experience in railway projects is considered an advantage.
• Strong analytical, problem-solving, communication, and interpersonal skills.
• Ability to work effectively with multicultural teams and lead by example in promoting a strong EHS culture.
• Ability to work independently, manage multiple priorities, and operate effectively in challenging site environments.
• Strong presentation skills with the ability to communicate EHS requirements, present performance data, and influence stakeholders.
• Advanced proficiency in Microsoft Office and other relevant computer applications.
• CertIOSH or equivalent professional EHS membership is considered an advantage.
• Fluency in written and spoken English is required. Knowledge of additional regional languages, including Hindi, is considered an advantage.
• Willingness and ability to travel frequently between project locations and work in challenging site conditions as required.
