Senior Estimation Engineer – Utilities & Civil Tenders

Job summary

Client of HireLebanese in Oman seeks an experienced Estimator to lead cost estimation and tender submissions for utilities infrastructure and civil projects, ensuring data accuracy and compliance.

You will coordinate with engineering, procurement and project teams to develop competitive proposals, support pricing strategies and value engineering, and manage BOQ reviews, supplier quotations, and post-tender clarifications.

Qualifications

• Bachelor's degree in civil, mechanical or electrical engineering.
• 8–12 years of estimation and tendering experience.
• Strong knowledge of estimation software, pricing methodologies and market rate analysis.
• Proficiency in MS Excel, AutoCAD and Primavera for BOQ/time correlation.
• Excellent analytical, numerical and negotiation skills.
• Familiarity with Omani construction market, cost structures, and local suppliers.

Responsibilities

• Lead and execute preparation of accurate cost estimates and tender submissions.
• Coordinate with engineering procurement and project teams.
• Support management in pricing strategies and value engineering.
• Review tender documents, drawings, specifications and BOQ.
• Prepare detailed cost estimates including materials, labor, equipment and subcontractors.
• Coordinate with procurement for material quotations and supplier comparisons.
• Lead junior estimators and ensure accuracy.
• Participate in tender reviews and contract finalization.
• Adhere to HSE policies.
