Job summary

PeopleStrong in Oman seeks a senior Bid Manager to lead techno-commercial proposals for offshore oil & gas, EPCIC, offshore platforms, subsea, and renewables. You will coordinate with engineering, procurement, planning, construction, subcontractors, and commercial teams to develop competitive bids aligned with client requirements.

The role emphasizes cost estimation, bid execution strategies, and timely submission of technical and commercial proposals while ensuring compliance with ITT/RFQ/RFP

Qualifications

• Ability to analyze ITT, RFQ, and RFP documents and extract requirements.

To prepare techno-commercial proposals, cost estimates, bid documentation, and tender submissions for offshore oil & gas, EPCIC, offshore platforms, subsea, jackets, topsides, pipelines, and renewable energy projects. The role involves coordinating with engineering, procurement, planning, construction, subcontractors, and commercial teams to develop competitive and accurate bids aligned with client requirements.

Key Responsibilities

Proposal Management

• Review ITT (Invitation to Tender), RFQ, RFP, and bid documents.
• Analyze client requirements, scope of work, contractual terms, and technical specifications.
• Coordinate with multidisciplinary teams for bid preparation.
• Prepare bid execution strategies and proposal documents.
• Lead bid clarification meetings and client interactions.
• Ensure timely submission of technical and commercial proposals.
• Prepare detailed cost estimates for offshore fabrication, installation, hook-up, commissioning, and EPC projects.
• Estimate material quantities based on engineering deliverables.
• Develop manpower loading and productivity calculations.
• Estimate fabrication, marine spread, installation, transportation, and construction costs.
• Obtain quotations from vendors and subcontractors.
