Job summary

Confidential Company in Muscat, Oman, is seeking an experienced Estimation & Proposal Engineer (Mechanical) to lead procurement estimation, tender review, and proposal preparation for oil & gas and power projects. You will develop BOM/BOQ lists, prepare data sheets and specifications for mechanical, civil, electrical, and instrumentation systems, and coordinate with suppliers and clients.

Qualifications

• Bachelor of Technology / BE in Mechanical Engineering.
• Minimum 8 years in estimation and proposal, preferably Oil & Gas and Power sector.
• Strong communication skills including written, verbal, and listening skills.

Responsibilities

• Estimate procurement and construction costs and prepare budgets.
• Review tender documents and vendor quotations.
• Prepare mechanical, civil, electrical and instrumentation sections of proposals.
• Coordinate with suppliers, contractors and clients.
• Organize site visits and meetings with customers, suppliers, subcontractors or consultants.
• Ensure accuracy of tender submissions and documentation.

Job description

Responsibilities

• Good Knowledge in estimation procurement and construction processes
• Review and register all the potential inquiries
• Review all the tender documents thoroughly
• Verify check all tender submissions documentation for accuracy with clients requirements
• Competence in reviewing preparing the Mechanical Civil E I part of the technical proposal for the proposed projects
• Review prepare the Specification Data sheets of proposed Mechanical Civil E I systems
• Prepare specifications for purchase of materials and equipment
• To assist in the selection of suppliers and contractors
• Prepare proposals Quotations independently
• Ability to review vendor s quotations for required materials and equipment
• Prepare list for BOM BOQ for vendors
• Competence in determining deviation and to be listed in tender proposal
• Develop project budgets estimate labor bill of material and construction costs based on drawings specifications and scope of work
• Perform assessment on subcontractor proposals to ascertain if the scope is covered and also manage the risk of scope gaps
• Organize site visits and meetings with customers suppliers subcontractors or consultants as required
• Conduct site inspection audit of site documentation system as and when required
