Job description

A Saudi company is seeking an accomplished and strategic Chief Human Resources Officer to lead its human resources function and develop an integrated people strategy aligned with the company's business, operational, and investment objectives.

The CHRO will be responsible for workforce planning, organizational development, talent acquisition and management, performance, succession planning, compensation and benefits, employee relations, HR governance, and digital transformation. The role will also serve as a strategic adviser to senior management on organizational capabilities, workforce priorities, culture, and human capital risks.

The ideal candidate will be an experienced HR executive with a strong understanding of Saudi labour regulations and a proven ability to lead HR functions within medium-sized or large organizations. Experience in real estate development, investment, construction, or related sectors is strongly preferred.

Key Responsibilities:
  • Develop and implement the human resources strategy in alignment with the company's overall direction and objectives.
  • Advise senior management on workforce priorities, organizational capabilities, human capital risks, and future talent requirements.
  • Develop and review the organizational structure, workforce plans, job architecture, succession plans, and Saudization strategy.
  • Lead workforce planning and ensure that recruitment and manpower costs remain within the approved structure and budget.
  • Lead the acquisition of executive, leadership, professional, and specialized talent.
  • Develop and govern recruitment, selection, onboarding, and appointment policies and processes.
  • Establish talent management, succession planning, critical-role, and employee-retention programs.
  • Develop an integrated performance management framework linked to strategic objectives and approved KPIs.
  • Oversee leadership development, capability-building, training, and career-development programs.
  • Evaluate the effectiveness and business impact of employee and leadership development initiatives.
  • Develop and review salary structures, grades, incentives, benefits, and reward frameworks in line with market practices.
  • Oversee the HR budget, workforce costs, payroll governance, and employee-related expenses.
  • Provide recommendations concerning executive appointments, promotions, compensation, and rewards in accordance with approved policies.
  • Ensure compliance with Saudi labour laws, Saudization requirements, internal policies, and applicable regulations.
  • Oversee employee relations, grievances, disciplinary cases, workplace investigations, and labour disputes.
  • Coordinate with legal and government-relations functions on employment-related matters and regulatory requirements.
  • Strengthen the company's culture, values, accountability, professionalism, employee experience, and engagement.
  • Develop initiatives that improve the working environment, organizational effectiveness, employee satisfaction, and talent retention.
  • Lead the digital transformation and automation of HR processes and services.
  • Oversee the implementation and development of HRMS platforms and their integration with relevant business systems.
  • Use workforce analytics and performance data to support decisions concerning headcount, productivity, cost, turnover, and talent.
  • Prepare periodic human capital reports and recommendations for the CEO, executive management, and Board of Directors.
  • Establish HR governance frameworks, policies, delegations of authority, controls, and reporting standards.
  • Identify human capital risks and develop appropriate mitigation and corrective action plans.
  • Oversee HR service providers, including recruitment, training, medical insurance, and other HR-related vendors.
  • Lead strategic HR initiatives and projects assigned by executive management and relevant committees.
Qualifications and Experience:
  • Bachelor's degree in Human Resources, Business Administration, Management, or a related field.
  • A master's degree in Human Resources Management, Business Administration, or a related discipline is preferred.
  • Professional HR certification such as CIPD Level 5 or above, SHRM-SCP, SPHR, or an equivalent qualification is strongly preferred.
  • Minimum of 18 years of progressive human resources experience.
  • At least 5 years of experience in an executive HR leadership position, such as CHRO, Chief People Officer, Vice President of Human Resources, or Human Resources Director.
  • Proven experience leading a comprehensive HR function within a medium-sized or large organization.
  • Strong experience in HR strategy, organizational design, workforce planning, transformation, and change management.
  • Demonstrated experience in talent acquisition, talent management, succession planning, leadership development, and employee retention.
  • Strong experience in performance management, goal setting, competency frameworks, and HR KPIs.
  • Extensive knowledge of Saudi labour laws, Saudization requirements, employee relations, and HR compliance.
  • Experience in compensation and benefits, workforce budgeting, payroll governance, and manpower-cost management.
  • Experience leading HR digital transformation and implementing or developing HRMS platforms and workforce analytics.
  • Experience in real estate development, investment, construction, holding companies, or related sectors is strongly preferred.
  • Strong strategic leadership, executive communication, decision-making, change-management, and stakeholder-management capabilities.
  • Fluency in Arabic and English is required.
