Job summary

Whanganui District is seeking an experienced Programme Delivery Lead to oversee procurement, contract management and capital project delivery within the Transportation programme. You will provide technical leadership on procurement, act as Engineer's Representative, and manage projects from planning through to delivery.

You will compile works programmes, conduct tender evaluations, supervise construction to meet design requirements, process claims, and collaborate with Waka Kotahi, contractors,

Qualifications

• Five years' post-graduate experience in the roading and transportation industry.
• Degree level qualification in civil engineering or a related discipline.
• Extensive contract and project management experience.
• Strong stakeholder relationship skills with diverse groups (Waka Kotahi, contractors, iwi, hapū, communities).
• Delivery-focused with a drive to champion continuous improvement in how Council plans, procures, and delivers.

Responsibilities

• Lead procurement, contract management, and capital project delivery across Council's transportation programme.
• Act as Engineers Representative on in-house administered contracts.
• Project manage capital construction projects from planning through to delivery.
• Compile works programmes from asset management data and undertake tender evaluations.
• Supervise construction to ensure design requirements are met and process claims.
• Develop and embed best-practice contract management policies and procedures.
