Job summary

The Ministry for Cities, Environment, Regions and Transport (MCERT) invites applications for a Change Analyst to join the People, Readiness and Change function of the Planning System Transformation Programme in Wellington. You will provide hands-on analytical and coordination support for practical change activity across the people and organisations affected by the new planning system.

You will work across the programme to support change activity from early analysis through implementation,

Qualifications

• Experience supporting change activity in programme or transformation environments.
• Ability to identify impacts, readiness and adoption needs with stakeholders.
• Proven ability to turn complexity into clear, actionable outputs.
• Strong written and verbal communication for senior leaders and delivery teams.

Responsibilities

• Support change analysis, readiness, engagement and adoption across the programme.
• Document and validate change impacts for affected groups and plan actions.
• Coordinate with engagement, communications and learning teams to align activity.
• Track risks, issues and readiness measures and report clear findings.
