Job summary

Central Otago District Council is seeking two Team Lead – Building Control roles, based in Alexandra and Cromwell, to lead hands-on Building Control teams while still performing technical work. You will mentor staff, coordinate inspections and contribute to regulatory decisions across the district.

You will shape service delivery, drive continuous improvement and support accreditation while remaining connected to on-site Building Control practice in Cromwell and the broader CODC team.

Qualifications

• Regulation 18 qualified building industry qualification required.
• 5–7 years Building Control experience.
• Residential 1–3 and Commercial 2 competency across BCA functions.
• Sound knowledge of the Building Act, Building Code and BCA accreditation environment.
• Leadership experience through coaching, mentoring or supervising others.

Responsibilities

• Lead, coach and develop Building Control Officers and oversee their performance and growth.
• Coordinate workloads, resources and inspection coverage to meet statutory timeframes.
• Provide senior technical leadership across consent processing, inspections and Code Compliance Certificates.
• Support the team with complex or higher-risk technical and regulatory matters.
• Promote consistent, well-reasoned and defensible regulatory decision-making.
• Contribute to Quality Assurance, BCA accreditation and continuous improvement.
• Collaborate with the other Team Lead to balance resources and ensure district-wide consistency.
• Work with Regulatory Support and Building Support teams to deliver a joined-up service.
• Continue undertaking technical Building Control work to maintain professional competency.

Central Otago District Council is creating two Team Lead – Building Control opportunities – one based in Alexandra and one in Cromwell.

These are hands‑on leadership roles for experienced Building Control professionals who enjoy developing people, solving technical challenges and making a real difference to how a Building Control service performs.

You won’t be stepping away from the technical work. You’ll combine your Building Control expertise with day‑to‑day leadership of a local team, helping our people grow, supporting sound regulatory decisions and working alongside your fellow Team Lead to deliver a consistent Building Control service across Central Otago.

About You

Desired Skills and Experience

• a recognised building industry qualification meeting Regulation 18 requirements
• 5–7 years' Building Control experience
• demonstrated Residential 1–3 and at least Commercial 2 competency across BCA functions
• sound knowledge of the Building Act, Building Code and BCA accreditation environment
• leadership experience through coaching, mentoring or supervising others
• sound judgement and the confidence to make and support regulatory decisions
• strong communication, organisation and problem‑solving skills
• a collaborative leadership style and genuine interest in developing others
