Job summary

Central Otago District Council seeks a Quality Assurance Officer to lead quality assurance across the Building Control function. You will maintain the BCA QA System, support accreditation, and oversee audits and continuous improvement.

You will work with Building Control leadership and Regulatory Services to ensure compliant, well-documented processes and practical QA improvements company-wide.

Qualifications

• Strong quality assurance capability and sound judgment.
• Experience in quality management, auditing, regulatory compliance or similar environments.
• Ability to interpret regulatory and technical requirements into practical systems and procedures.
• Document control, corrective action and continuous improvement expertise.
• Excellent analytical, organisational and written communication skills.

Job description

Central Otago District Council is seeking a Quality Assurance Officer to lead and coordinate quality assurance across our Building Control function.

This is a key specialist role responsible for maintaining and continually improving our Building Consent Authority (BCA) Quality Assurance System, supporting ongoing BCA accreditation and providing quality assurance oversight across relevant Territorial Authority building functions.

The position performs the Quality Assurance Manager function under Regulation 17(3) of the Building (Accreditation of Building Consent Authorities) Regulations 2006 and reports directly to the Regulatory Services Manager.

Job Description

You will work closely with our Building Control leadership and wider regulatory team to:

• maintain and continually improve the BCA Quality Assurance System and support ongoing accreditation
• coordinate IANZ assessment preparation, accreditation evidence and corrective actions
• manage the internal audit programme and conduct system audits
• champion continuous improvement and turn audit findings, feedback and regulatory changes into practical improvements
• maintain quality frameworks for staff training, competency assessment, technical leadership and technical qualifications
• support quality assurance of contractors undertaking BCA functions
• maintain effective document control across procedures, guidance, forms and other QAS documentation
• provide quality assurance oversight across relevant Territorial Authority building functions

The role has a strong focus on ensuring our systems and processes are consistent, well documented, compliant and capable of standing up to regulatory and accreditation scrutiny.

This is an opportunity to take ownership of an important quality function and have a real influence on how Building Control services operate across Central Otago.

You will work across accreditation, auditing, systems improvement, staff capability and regulatory quality assurance, while working directly with the Regulatory Services Manager and Building Control leadership.

Desired Skills And Experience

About you

We are looking for someone who brings strong quality assurance capability, sound judgement and the confidence to work constructively across operational and leadership teams.

Ideally, You Will Have

• a relevant qualification in quality management, auditing, building control or a related discipline, or equivalent relevant experience
• experience in quality management, auditing, regulatory compliance or a similar environment
• experience conducting internal or system audits against regulatory, quality or accreditation requirements
• strong understanding of document control, corrective action and continuous improvement
• excellent analytical, organisational and written communication skills
• the ability to interpret regulatory and technical requirements and translate these into practical systems and procedures

Experience within a New Zealand Building Consent Authority or Territorial Authority building environment, BCA accreditation or IANZ assessment processes would be highly regarded. A Regulation 18 approved building-related qualification would also be an advantage.
