Job summary

Waikato District Council is seeking a Building Quality Manager to lead our Building Services function and guide decisions on building consent, inspections, compliance, and accreditation. You will shape regulatory strategy, oversee accreditation activities, and drive continuous improvement while ensuring safe, sustainable development for the Waikato district.

You will report to the Development Support Manager, lead a high-performing team, and partner with MBIE, IANZ, and stakeholders to deliver

Qualifications

• Minimum 10 years' experience in a senior leadership position.
• Experience leading multidisciplinary teams.
• National Diploma in Building Control Surveying or equivalent qualification.

Responsibilities

• Provide leadership, coaching, and development to a high-performing Building Services team.
• Lead Building Consent Authority and Territorial Authority functions in accordance with legislative requirements.
• Maintain Council's BCA accreditation and quality management systems.
• Oversee building consent, inspection, compliance, and enforcement activities.
• Manage organisational risks associated with Building Act decisions and regulatory functions.
• Build strong partnerships with customers, MBIE, IANZ, BOINZ, iwi, and other stakeholders.
• Drive innovation, business improvement, and digital transformation initiatives.
• Manage budgets, contracts, and service performance.
• Provide strategic advice and reporting to senior leaders and elected members.
• Support emergency management and business continuity activities when required.

We're seeking an exceptional Building Quality Manager to lead our Building Services function and provide strategic direction across building consent, inspections, compliance, quality assurance, and accreditation activities. This is a rare opportunity to influence the future of building regulation, lead high-performing teams, and help ensure safe, sustainable development across the Waikato district.

Reporting to the Development Support Manager, you'll be responsible for leading the Building Services team and ensuring the delivery of high-quality, customer-focused, and compliant regulatory services. As Council's Responsible Manager and authorised IANZ representative, you'll oversee accreditation requirements, quality assurance systems, operational performance, and regulatory compliance.

This role combines strategic leadership, operational management, and technical expertise, providing advice to senior leadership and governance forums while fostering a culture of accountability, continuous improvement, and customer excellence.

What will I do?

• Support emergency management and business continuity activities when required.

What will I bring?

• Minimum 10 years' experience in a senior leadership position within a regulatory, public sector, or building-related environment.


• Proven experience leading, developing, and motivating multidisciplinary teams.


• National Diploma in Building Control Surveying or an equivalent building-related qualification.


• Strong experience working within a Building Consent Authority environment.


• Extensive knowledge of the Building Act, Building Code, BCA Accreditation Regulations, and associated legislation.


• Sound understanding of local government processes and regulatory frameworks.


• Experience managing budgets, contracts, procurement, risk, and operational performance.


• Exceptional relationship-building and stakeholder engagement skills.


• A current New Zealand Class 1 Driver Licence.

Highly Regarded:

• Previous experience leading a Building Consent Authority.


• Experience managing IANZ accreditation assessments.


• Previous NCAS competencies and understanding of technical accreditation requirements.

Salary circa $135K dependent on skills and experience.
