The opportunity

This role provides leadership and oversight of administrative and accreditation support services to the Council’s Building Services team, and the Building Consent Authority (BCA). The Team Leader ensures the effective operation of Building Services and BCA administrative functions and leads a high-performing team delivering timely, accurate, and customer-focused services. The role balances statutory obligations with a strong service ethos and continuous improvement mindset. You have a natural ability to build positive relationships with key stakeholders whilst maintaining a high level of confidentiality. You thrive in a busy environment and proactively manage competing priorities. You’ll contribute to the team’s success through the following responsibilities:

  • Lead and manage building services related financial processes i.e., consents billing, MBIE levies, debt recovery.
  • Provide leadership, supervision, coaching, and development of team members to ensure high performance and capability.
  • Monitor workloads, performance, and service delivery to ensure targets, timeframes, and customer expectations are consistently achieved.
  • Manage operational risks through robust administrative controls and adherence to legislative and procedural requirements.
  • Provide professional, customer-focused responses to internal and external enquiries related to BCA Building Services administration.
  • Identify, investigate, and implement continuous improvement initiatives within Building Services and BCA administrative and accreditation support functions.
  • Maintain and oversee accurate records, registers, and reporting to support accreditation, operational oversight, and decision-making.
  • Prepare and maintain statistical reports relating to consent volumes, processing timeframes, and operational performance.
  • Co-ordinate LGOIMA (Local Government and Official Information Meeting Act) responses on behalf of Building Services.
  • Lead and coordinate administrative support activities that underpin the Building Consent Authority’s (BCA) accreditation and statutory functions.
  • Provide EDRMS (electronic document and records management system) support to the Building Services team.
To set you up for success
  • Strong demonstratable knowledge and experience in financial billing and debt recovery processes.
  • Strong demonstratable experience in leading administrative or regulatory support teams.
  • Sound knowledge of local government legislation and statutory requirements relevant to building control functions.
  • Strong understanding of Building Consent Authority (BCA) accreditation requirements and supporting administrative obligations.
  • Proven ability to analyse information, manage detail, and meet statutory and organisational deadlines.
  • Strong relationship management skills, with the ability to collaborate across teams and with external parties.
  • Advanced written and verbal communication skills, including report preparation and stakeholder engagement.
  • High level of competency using MS Office, Databases, Software applications, Adobe Pro, Web/intranet, and Objective.
  • A tertiary qualification in business administration or a related discipline.
  • A working knowledge of Local Government Building Services and the Building Consent Authority (BCA).
  • Strong experience of at least 5 years, leading administrative team(s) in a fast-paced government setting.
