Job summary

Tasman District Council in Richmond, South Island, is seeking a Team Leader - Building Consents to lead a technical team responsible for processing building consent applications and ensuring compliance with the NZ Building Code. You will drive timely decisions, continuous improvement, and high-quality customer service.

The role requires leadership experience, a Level 6 Building Control Surveying qualification, and a strong knowledge of regulatory standards.

Qualifications

  • Five years’ senior experience in a Building Consent Authority or building design/construction industry.
  • Proven experience processing complex residential and commercial building consent applications.
  • Strong leadership, coaching and people management skills.
  • Sound knowledge of relevant legislation, regulations and building standards.
  • Excellent communication and stakeholder relationship skills.

Responsibilities

  • Lead, mentor and develop a high-performing processing team.
  • Manage consent allocation and workflow to meet statutory timeframes.
  • Ensure consistent, accurate and legally compliant consent processing; drive service improvements.
  • Support quality assurance, competency development and auditing activities.
  • Provide expert technical advice to applicants, stakeholders and colleagues.
  • Build strong relationships across Council and the wider development sector.

This is an exciting opportunity for a technically capable and people-focused leader to join our Building Assurance team and play a vital role in ensuring safe, sustainable and compliant buildings for our community.

About the Role

As Team Leader - Building Consents, you'll provide leadership to a team of Building Technical Officers responsible for processing building consent applications and assessing compliance with the New Zealand Building Code. You'll ensure high-quality, timely decision-making while supporting continuous improvement, customer service excellence, and the ongoing success of Council's Building Consent Authority accreditation.

Key responsibilities include:
  • Leading, mentoring, and developing a high-performing processing team
  • Managing consent allocation and workflow to meet statutory timeframes
  • Ensuring consistent, accurate, and legally compliant consent processingDriving process improvements and service efficiencies
  • Supporting quality assurance, competency development, and auditing activities

What You'll Bring

We're looking for someone who combines technical expertise with strong leadership capability.

You'll have:

  • A Level 6 Diploma in Building Control Surveying or an equivalent recognised qualification applicable to building design and construction building qualification
  • At least five years' senior experience within a Building Consent Authority or the building design and construction industry
  • Proven experience processing complex residential and commercial building consent applications
  • Strong leadership, coaching, and people management skills
  • Sound knowledge of relevant legislation, regulations, and building standards
  • Excellent communication and stakeholder relationship skills
  • A customer-focused approach and commitment to continuous improvement.
