Job summary

New Zealand Government Joba seeks a proactive Learning & Development professional to lead capability-building across GCSB and NZSIS in Wellington. You will partner with senior leaders to design learning pathways, map skills, and drive evidence-based programs that evolve the workforce for national security needs.

You will manage projects in a complex, multi-agency environment, ensuring measurable impact on performance and strategic outcomes.

Qualifications

• Proven experience: in a Learning & Development role, with a deep understanding of the ADDIE model (or similar).
• Strategic Mindset: partnering with senior executives to align learning outcomes with organisational goals.
• Technical Expertise: Mastery in creating competency frameworks and mapping skills to complex role requirements.
• Analytical Rigour: use evaluation methodologies and data visualisation to measure the real-world impact of learning on performance.
• Delivery: Experience managing projects or programmes within complex, multi-agency environments.

Responsibilities

• Lead the discovery, design, and evaluation of capability-building initiatives that align with national intelligence and security objectives.
• Partner with senior leaders to design learning pathways, develop progression tools, and map critical skills.
• Use evidence-based evaluation to drive targeted solutions that attract, engage, and retain specialist talent.
• Collaborate with stakeholders and third-party vendors to deliver programs across GCSB and NZSIS.
