NZ Transport Agency (Waka Kotahi) seeks a senior leader for Regulatory Planning, Performance & Improvement to oversee the Commercial Transport regulatory sub-system. You will translate strategy into integrated plans, monitor system performance and provide evidence-based insights to prioritise actions across the regulatory system.

Qualifications

• Significant experience in operational regulation and understanding of regulatory systems and government practice.
• Strong leadership experience, building high-performing teams.
• Extensive performance management, planning, reporting and assurance experience.
• Ability to translate complex data into clear, actionable insights.

Responsibilities

• Lead end-to-end oversight of Commercial Transport regulatory performance and outcomes.
• Translate strategic direction into integrated operational plans and priorities.
• Establish and oversee consistent performance, reporting, assurance and quality frameworks.
• Use data and insights to identify trends, risks and improvement opportunities.
• Provide authoritative advice to senior leaders on regulatory interventions and trade-offs.
• Drive continuous improvement and embed learning into frameworks and tools.
• Develop guidance and tools to enable frontline delivery.
• Lead and develop a high-performing specialist team.
• Build relationships across regulatory, operational, government and industry stakeholders.
• Oversee strategic reporting and responses to Ministerial and other formal requirements.
