Job summary

Te Tūāpapa Kura Kāinga – Ministry of Housing and Urban Development NZ is seeking two Senior Change Analysts to support a major planning system transformation. You will work across the People, Readiness and Change function to identify impacts, prepare readiness and transition plans, and advise on change responses as the programme progresses.

Qualifications

• Experience supporting or delivering change in complex programmes, transformations or large-scale reform.
• Strong analytical skills to gather information, identify themes, assess implications and present findings.
• Ability to turn complexity into practical actions, advice and outputs.
• Experience working with government or public sector reform is a plus.
• Ability to communicate clearly to senior stakeholders in concise, audience-focused material.

Responsibilities

• Identify, document and validate change impacts for affected groups, including readiness and adoption considerations.
• Support development and delivery of practical change and transition plans aligned with delivery programmes.
• Gather, analyse and present evidence to support change planning and decision-making.
• Coordinate change activity with engagement, communications, learning and other teams.
• Support workshops and engagement to understand impacts, risks and readiness needs.
• Identify capability and learning needs and help develop responses.
• Track risks, issues and readiness measures and keep them visible.
• Prepare practical material for delivery teams and senior leaders.
