Job summary

NZTA | Waka Kotahi seeks a senior leader to drive the regulatory Practice Framework, turning strategy into practical guidance for consistent, high-quality regulatory outcomes. You will be the trusted expert, working across the organisation to identify improvements, champion modern approaches, and elevate capability through coaching and collaboration.

You will build relationships, lead communities of practice, and deliver solutions that strengthen regulatory performance across the system.

Qualifications

• Demonstrated expertise in regulatory practice with significant operational experience.
• Experience designing and applying regulatory practice frameworks, processes and guidance.
• Strong documentation, process design and analytical skills with high attention to detail.
• Advanced strategic and analytical thinking; ability to interpret and apply legislation.

Responsibilities

• Lead and enhance NZTA's regulatory practice framework to support consistent, high-quality regulatory delivery.
• Provide expert guidance, frameworks and tools for best-practice regulatory decision-making.
• Identify risks, trends and opportunities, delivering practical solutions to improve performance.
