Job description

Jora New Zealand will close on 16th September 2026. Thank you for being with us, we are cheering you on as you continue your career journey.

We're seeking an experienced Operations Manager, Hub and Outreach to join our team.

You'll manage the day-to-day delivery of our Hub and Outreach workstream. The mahi is part of a programme where we'll be testing new ways of working, and your knowledge and experience will contribute to the design and learnings.

You'll lead a small team, including an Administrator and a Team Leader, Iwi Practitioners, Youth Workers and a Whakapapa Researcher. The Operations Manager line-manages the Administrator and Team Leader; the Team Leader line-manages and supervises the practice team. You'll work closely with the Programme Director, Enabling Communities and the Evaluator to deliver against the cost, time and quality expectations of our Outcome Agreement.

This is a prototype environment where things will change, so you'll need to hold both the detail and the bigger picture while keeping delivery moving.

As Operations Manager, Hub and Outreach you'll be:

  • Managing day to day delivery of the Hub and Outreach projects
  • Maintaining project plans, reporting and risk, issue and change registers
  • Coordinating the people, venues, suppliers and equipment needed for delivery
  • Accountable for operational readiness, service quality, health and safety, resourcing, practitioner practice.

This is a full-time fixed-term role ending 30 June 2027 because it supports the time-limited Enabling Communities prototype. Applications from people seeking an agreed secondment may also be considered. The role is based in Kaikohe, and travel may be required from time to time.

You're an experienced leader who knows how to motivate teams to deliver to targets while maintaining best practice and great experiences for mokopuna, whānau and community.

You have a proven track record in project or operations management, including planning, scheduling and delivery to cost, time and quality expectations, ideally in the social services or public sector.

You're experienced in risk, issue and change management, with strong documentation, reporting and version control skills.

You keep delivery grounded in what it's for: testing what works so mokopuna and whānau are better supported.

You have experience building and supporting a high performing team who can produce high-quality experiences for the mokopuna, whānau and community they work with.

You understand the importance of Ngāpuhitanga, tikanga Māori, whakapapa and whanaungatanga and are committed to ensuring these are reflected appropriately in your practice.

You are comfortable collaborating with Oranga Tamariki, government agencies, iwi and community providers while ensuring the voice, aspirations and mana of whānau remain central to decision-making.

You're comfortable in ambiguous scenarios and are open and flexible to change. We are establishing and running a prototype, and you will be a key enabler of the testing and the learnings it generates.

Experience working within an iwi, kaupapa Māori or Māori social service environment, along with knowledge of Ngāpuhi whakapapa, hapū, marae and rohe, is an advantage.

We are seeking someone who will contribute positively to a collaborative, high-trust and kaupapa-driven team, and demonstrate mana-enhancing behaviour in their work.

You'll be based in Tai Tokerau/Northland (Kaikohe), leading a small team within the Hub and Outreach workstream.

You'll also be part of an organisation that has over 30 years’ experience of providing social services across the rohe.

Ngāpuhi Iwi Social Services provides a range of support and services including youth services, family harm support, care and mātua atawhai services and more.

We provide opportunities for our kaimahi to develop their reo Māori and knowledge of te ao Māori and Ngāpuhitanga in a supportive and encouraging environment.

A full New Zealand driver's licence is required, and appointment is subject to pre-employment checks.

The closing date and time, Wednesday 16th September at 5:00pm.
