Job summary

NZ Transport Agency Waka Kotahi in Palmerston North seeks a Digital Workforce Manager to lead the management, governance and continuous improvement of the Digital resourcing and workforce operations services. You will develop and lead a strategic workforce plan, align needs with delivery priorities, and build strong partnerships across Digital and key vendors.

This hands-on leadership role provides accountability for the end-to-end resourcing lifecycle, ensuring access to specialist capability,

Qualifications

• Strong experience developing and implementing workforce strategies and plans.
• Experience with workforce modelling and forecasting for a Digital context.
• Ability to assess current workforce capability, identify gaps and build plans.
• Data-driven with strong analytical capability and insights.
• Experience in workforce planning, resource management or workforce operations.
• Strong relationship and influencing skills across functions.

Responsibilities

• Lead workforce strategy and planning initiatives, aligning talent supply, capability requirements and resourcing with priorities.
• Deliver meaningful resource workforce reporting, insights and analysis for leadership decisions.
• Identify trends, risks and opportunities and recommend practical improvements.
• Partner with Chapter Leads to ensure internal capability fits current and future needs.
• Lead the end-to-end contingent workforce lifecycle.
• Oversee contractor and consultant engagements with governance and compliance.
• Collaborate with Talent Acquisition, Commercial, Procurement and suppliers for access to digital capability.
• Monitor engagement end dates, tenure, extensions, and costs.
• Strengthen workforce processes and ensure approvals and records are accurate.
• Support workforce planning, budgeting and forecasting with reliable data.
