Job summary

Hastings District Council in Hastings, New Zealand, seeks a senior people and delivery leader to drive the Business Transformation function, aligning digital and process change with council priorities. Reporting to the Chief Technology Officer, you will lead a multidisciplinary team, shape the transformation roadmap, and ensure governance, capacity planning and benefits tracking across projects.

Qualifications

• Tertiary qualification in information technology, business, project or programme management, digital transformation, public sector management, or related discipline.
• Experience leading multidisciplinary delivery teams in a complex organisation.
• Strong programme management, portfolio coordination, roadmap planning and resource-planning capability.
• Experience leading a portfolio of projects or programmes, including prioritisation, delivery oversight, governance reporting and benefits tracking.
• A sound understanding of business analysis, project management, systems integration and operational transition principles.
• Excellent stakeholder management, communication, vendor coordination and negotiation skills.
• The judgement and resilience to manage ambiguity, competing priorities, constrained resources and delivery risk.
• A strong commitment to public service values, community outcomes and the responsible use of technology.

Responsibilities

• Leading, coaching and developing a high-performing multidisciplinary delivery team.
• Providing programme-level oversight across Council's digital and business transformation portfolio.
• Developing and maintaining a rolling transformation roadmap aligned with Council strategy, operational priorities and technology direction.
• Coordinating demand, prioritisation, capacity and resource planning, including clear trade-offs when demand exceeds available capacity.
• Strengthening discovery and business analysis so problems, processes, requirements, constraints and expected benefits are understood before solutions are committed.
• Overseeing delivery of APIs, integrations, web services and related digital solution components, with clear acceptance, support and handover arrangements.
• Maintaining practical governance and reporting across risks, issues, dependencies, decisions, delivery progress and benefits.
• Building trusted relationships with business leaders, service owners, vendors, delivery partners and governance groups.

We're looking for an experience people and delivery leader to lead Hastings District Council's Business Transformation function and ensure our digital and business improvement programme is coordinated, prioritised and well governed.

Reporting to the Chief Technology Officer, you'll lead a multidisciplinary team of Business Analysts, Project Managers and Digital Solutions Engineers. You'll provide the roadmap, programme discipline and resource visibility needed to turn Council prioritised into practical, supportive and sustainable outcomes.

This is a leadership and delivery-management role. You'll work closely with business leaders, the Digital Innovation Lead, AI Adoption and Change Lead, IT Operations, as well as other technology teams to ensure opportunities are properly understood, sequenced, resourced and delivered.

Your work will include:

You'll be a practical, structured and collaborative leader who can bring clarity to a complex portfolio and help teams deliver measurable outcomes. You will be comfortable operating across business and technical environments, influencing senior leaders and making sound trade-offs when priorities compete.

To be successful in this role, you will have:

• A relevant tertiary qualification in information technology, business, project or programme management, digital transformation, public sector management, or a related discipline.
• Proven experience leading and developing multidisciplinary delivery teams in a complex organisation.
• Strong programme management, portfolio coordination, roadmap planning and resource-planning capability.
• Experience leading a portfolio of projects or programmes, including prioritisation, delivery oversight, governance reporting and benefits tracking.
• A sound understanding of business analysis, project management, systems integration and operational transition principles.
• Excellent stakeholder management, communication, vendor coordination and negotiation skills.

Experience in local government, the wider public sector or another complex stakeholder environment will be highly regarded. Professional certification in programme or project management, agile delivery, IT service management, Lean, business analysis or portfolio management would also be an advantage
