Job summary

Hawke's Bay District Council Napier City, North Island is seeking a Business Systems Analyst for a permanent, full-time role in Napier. You will work within the ICT section to support and enhance business systems, drive improvements, and deliver data and reporting to optimise operations.

You will collaborate with HB CDEM and other councils to ensure systems meet evolving needs, translate requirements into efficient processes, and lead training and testing to secure successful adoption by users

Qualifications

  • Bachelor’s degree or equivalent tertiary qualification.
  • 4–8+ years of experience in a similar role.
  • Strong understanding of enterprise technologies (SharePoint, Teams, Power Platform).
  • Excellent interpersonal and stakeholder engagement skills.
  • Valid driver’s licence.

Responsibilities

  • Lead investigative work to uncover, analyse and prioritise business requirements and translate them into streamlined processes.
  • Collaborate with the Projects team to deliver strategic initiatives and support system adoption.
  • Deliver training, testing and simple guides to ensure user adoption and confidence.

About The opportunity | Ko te āheinga:

We are looking for a Business Systems Analyst to joinour Business Support team within the Information, Communication & Technology (ICT) section, Corporate Services Group. This is a permanent, full-time opportunity based in Napier.

The Business Support team ensures production systems run effectively while equipping Council units with the right tools, driving process improvements, implementing small application changes, and delivering data and reporting to support efficient operations.

In this position, you will work closely with Hawke’s Bay Civil Defence Emergency Management (HB CDEM) to support the development and integration of systems that enable effective information sharing and coordination across councils, government agencies, partners, mana whenua, and communities. At the same time, you will maintain and enhance existing organisational systems, ensuring that all business solutions—new and existing—are fit for purpose, cost-effective, and meet the evolving needs of HB CDEM, HBRC, and end users.

You will lead investigative work to uncover, analyse, and prioritise business requirements, translating them into streamlined processes and improvements across systems, data management, and organisational practices. Collaborating closely with the Projects team, you will also contribute to the delivery of strategic initiatives while driving continuous improvement. Your work will help ensure new systems are successfully adopted by collaborating with users, delivering clear training, conducting thorough testing, and creating simple guides that build confidence and support.

We are looking for someone who thrives at the intersection of technology and business. You will be a natural problem-solver with a sharp analytical mind and a passion for delivering customer-centric solutions.

You will also have:

  • A Relevant Bachelor’s degree or equivalent tertiary qualification.
  • 4-8+ years of experience in a similar role/relevant industry.
  • A strong understanding and experience with enterprise technologies such as Microsoft SharePoint, Teams and the Power Platform.
  • Excellent interpersonal skills with the ability to initiate and engage effectively at all levels.
  • Valid driver’s licence required.

The salary range for this role is between $88,995 to $104,700 and will depend on the qualifications and experience of the successful candidate.
