Job summary

PNO Innovation Norge is seeking a Senior Innovation Consultant to strengthen our Oslo team with a focus on Horizon Europe and collaborative European R&D funding. You will combine funding expertise with strategic advisory, proposal development and consortium building for Norwegian companies and research organisations.

As a senior member of our Norwegian team, you will own Horizon Europe assignments, develop trusted relationships with clients and partners, and help strengthen PNO Innovation

Qualifications

• 5+ years of Horizon Europe / Horizon 2020 experience including proposal development or coordination
• Track record of developing European R&D funding proposals
• Experience with researchers, universities, SMEs and other organisations in the R&D and innovation ecosystem
• Strong understanding of collaborative European R&D projects, consortium development and stakeholder management
• Good knowledge of the Norwegian R&D ecosystem and a professional network in Norway (preferred)

Responsibilities

• Lead and coordinate Horizon Europe proposals from opportunity identification to submission
• Advise clients on European R&D funding strategies and identify programmes and calls
• Develop and coordinate international consortia linking Norwegian organisations with European partners
• Lead proposal processes, client workshops and stakeholder interactions with high-quality deliverables
• Build trusted long-term client relationships and act as a strategic R&D advisor
• Contribute to business development in Norway and expand the Norwegian innovation ecosystem
• Support funded European projects from grant prep to implementation
• Mentor junior colleagues and develop PNO Innovation Norge’s European funding expertise

Job Summary

We are looking for a Senior Innovation Consultant to strengthen our team in Oslo, with a particular focus on Horizon Europe and collaborative European R&D funding.

You will combine European funding expertise with strategic advisory, proposal development, consortium building and client relationship management. Working closely with Norwegian companies, research organisations and other innovation stakeholders, you will help clients identify opportunities, shape ambitious R&D projects and develop competitive European funding proposals.

For this role, we particularly value candidates who understand the Norwegian research and innovation ecosystem, its key stakeholders and how Norwegian organisations engage with European R&D programmes.

Your Mission

Your mission will be to help Norwegian organisations turn ambitious R&D and innovation ideas into successful European projects.

As a senior member of our Norwegian team, you will take ownership of complex Horizon Europe assignments, develop trusted relationships with clients and partners, and contribute to strengthening PNO Innovation’s position within the Norwegian innovation ecosystem.

Your Tasks

• Lead and contribute to the development of Horizon Europe proposals, from opportunity identification and project concept development through submission.
• Advise clients on European R&D funding strategies and identify relevant programmes and calls for their innovation ambitions.
• Develop and coordinate international consortia, connecting Norwegian organisations with companies, universities, research institutes and other partners across Europe.
• Lead proposal processes, client workshops and stakeholder interactions while ensuring high-quality deliverables and deadlines.
• Build trusted, long-term relationships with clients and act as a strategic advisor on their R&D and innovation activities.
• Contribute to business development in Norway, identifying opportunities and developing relationships across the Norwegian research and innovation ecosystem.
• Support funded European projects where relevant, from grant preparation through project implementation.
• Mentor junior colleagues and contribute to developing PNO Innovation Norway’s European funding expertise.

Your Profile

• 5+ years of relevant experience with Horizon Europe, Horizon 2020 and/or other EU Framework Programmes, including hands-on involvement in proposal development, coordination or project management.
• A demonstrated track record of developing or contributing substantially to successful European R&D funding proposals.
• Experience working with companies, universities, research institutes, SMEs, scale-ups, innovation consultancies or other organisations within the R&D and innovation ecosystem.
• Strong understanding of collaborative European R&D projects, consortium development and stakeholder management.
• Good knowledge of the Norwegian research and innovation ecosystem, ideally combined with an established professional network in Norway.
• Strong client-facing and communication skills, with the confidence to work with researchers, technical experts, companies and senior decision-makers.
• Excellent written and spoken English; Norwegian language skills are strongly preferred.
• A proactive and commercial mindset, with the ability to take ownership of complex assignments, develop client relationships and contribute to the growth of the Norwegian team.
