Job summary

Jobgether, on behalf of a partner, seeks an Evaluation Consultant based in Norway to support centralized and decentralized evaluations. You will lead or assist evaluations across various programme areas, generate evidence, and translate findings into practical recommendations.

Responsibilities include inception design, reporting, and capacity-building materials, with remote assignments ranging from a few days to several months. Strong English and 2+ years' experience are required.

Qualifications

• University degree in Development Studies, International Development, Social Sciences, ICTs, Telecommunications, or related field.
• Evaluation-related certification is an advantage.
• At least 2 years of professional experience in a relevant field.
• Experience conducting multiple evaluation types (strategy, policy, process, outcome, theory-based, realist, program, project).
• Advanced proficiency in English.

Responsibilities

• Lead or support evaluation activities from inception to final reporting.
• Provide technical guidance and QA for centralized and decentralized evaluations.
• Draft evaluation reports and concise briefs with actionable recommendations.
• Develop capacity-building materials and guidance on theories of change and evaluation methods.
• Identify risks and recommend mitigation strategies to support evidence-based decisions.
