Job summary

PUM in The Hague is seeking a Business Developer Institutional Funding to secure multi-year programmes with institutional donors in multiple countries. You will lead opportunities, build solid partnerships, and guide proposals from idea to submission.

You will coordinate with country managers, programme teams, and the Monitoring, Evaluation & Learning unit to ensure timely, high-quality proposals and a strong fundraising posture for PUM’s mission.

Qualifications

• Minimum of five years in business development for institutional funding.
• Knowledge of consortia and tender processes and a network among donors and implementing organisations.
• Clear, evidence-based proposal writing with strategic insight and practical execution.
• Strong communication: connecting people and managing many stakeholders under tight deadlines.
• Fluency in Dutch and English, both spoken and written; Bachelor’s or Master’s level.

Responsibilities

• Map the institutional funding landscape and position PUM with NGOs, international organisations and consortium partners.
• Monitor donor strategies, policy developments and funding rounds or tenders.
• Build and maintain relationships with institutional donors and partners; develop propositions with them.
• Advise on opportunities and assess which partnerships fit PUM’s long-term strategy.
• Lead the internal process from idea to submission: align country managers and programme teams; plan and ensure high-quality proposals.
• Write proposals yourself or in part; review others’ work critically.
• Build and manage a pipeline of opportunities and report progress to the Managing Director.
• Collaborate with the Business Developer Foundations & Corporate Partnerships; connect with large foundations.
• Contribute to a stronger fundraising culture within PUM and its network.
