Job description

The Public Entity of Bonaire is looking for driven, motivated, and innovative new colleagues. Are you the future-ready colleague we’re looking for?

Location: Civil Affairs Department

36

What will you be doing?

As a Policy Officer for Procedures in the Civil Affairs Department, you’ll be responsible for developing, documenting, updating, and managing the work processes and procedures within the department. You’ll ensure that laws, regulations, and established policies are translated into clear, uniform, and practical work methods for employees.

You will map out processes and draft procedures, process descriptions, and work instructions. In doing so, you will describe, among other things, the steps that must be followed, who is responsible for what, which checks are part of the process, and how work is documented administratively.

When laws, regulations, or policies are new or amended, you will investigate what changes are needed in day-to-day operations. You will translate these changes into updated processes and work instructions and oversee their implementation within the department. You will ensure that changes are clearly communicated and that employees have the correct information to work according to the new procedures.

You gather feedback from day-to-day operations and use findings from quality checks to adjust processes as needed. You make proposals to organize work in a simpler, more efficient, and more customer-focused manner and ensure consistency between different procedures and processes.

You’ll work closely with Civil Affairs staff, as well as with other departments and partners in the service chain, whenever processes or responsibilities overlap.

Your work ensures that employees have clear and up-to-date procedures and that Civil Affairs can carry out its activities in a consistent, efficient, and practical manner.

What are the requirements?

As a Policy Officer for Procedures, you excel at analyzing and structuring work processes. You understand that laws and regulations within Civil Affairs must not only be applied correctly from a legal standpoint but also translated into clear and practical procedures for employees. You work in a structured manner, write clearly, and know how to turn bottlenecks in processes into concrete and workable improvements. In addition, you meet the following requirements:

  • You have at least a higher professional education (HBO) level of work and thinking, preferably with a legal background;
  • You have knowledge of or a demonstrable affinity for Civil Affairs, personal registration, and/or the civil registry;
  • You have experience applying and interpreting laws, regulations, procedures, and guidelines;
  • You are able to translate laws, regulations, and policies into clear processes, procedures, and work instructions;
  • You can analyze existing work processes, identify bottlenecks, and propose improvements;
  • You can assess the impact of changes in laws and regulations on day-to-day operations within Civil Affairs;
  • You are skilled at drafting and updating process descriptions, procedures, work instructions, and other operational documents;
  • You ensure consistency across different processes, taking into account responsibilities, controls, and administrative record-keeping;
