Job description

The Public Entity of Bonaire is looking for driven, motivated, and innovative new colleagues. Are you the future-ready colleague we’re looking for?

Location: Civil Affairs Department

36

What will you be doing?

As a Quality Policy Officer in the Civil Affairs Department, you’ll monitor the quality, legality, and reliability of operations within the department. You’ll verify that work is performed carefully, consistently, and in accordance with applicable laws, regulations, and established procedures.

You will conduct quality checks on, among other things, personal registration, civil registration, and other activities within the Civil Affairs Department. You will analyze errors, deviations, and recurring issues and identify their potential consequences and risks. Based on your findings, you will advise the department head on necessary improvements and monitor their implementation.

You monitor developments in laws and regulations and assess the quality and compliance risks these pose to operations. In addition, you develop and monitor quality standards and control mechanisms, and contribute to internal and external controls, investigations, and audits.

You will report periodically on the quality of implementation and the reliability of records. Once improvement measures have been implemented, you will assess whether they are achieving the desired results in practice and whether further adjustments are needed.

You will work closely with colleagues within the Civil Affairs Department and with internal and external partners in the areas of quality, data management, and lawful implementation.

Your work directly contributes to reliable records, legal certainty for residents, and professional services that residents and partners in the service chain can rely on.

What are the requirements?

As a Quality Policy Officer, you work with precision, an analytical mindset, and independence. You have an eye for detail, but at the same time can assess the impact that errors or deviations have on the reliability and legitimacy of the Civil Affairs Department’s services. You are not afraid to critically evaluate situations, know how to clearly substantiate your findings, and can translate these into concrete improvements. In doing so, you handle personal data and other confidential information with care. In addition, you meet the following requirements:

  • You have at least a higher professional education (HBO) level of work and thinking, preferably with a legal background;
  • You have knowledge of or a demonstrable affinity for Civil Affairs, personal registration, and/or the civil registry;
  • You have experience applying and assessing laws, regulations, procedures, and guidelines;
  • You are able to conduct quality checks, identify deviations and risks, and carefully document your findings;
  • You can analyze laws, regulations, and implementation practices and translate them into concrete proposals for improvement;
  • You can draft reports, advice, and recommendations in a clear and well-reasoned manner;
  • You pay close attention to the reliability and timeliness of records and handle privacy-sensitive information with care;
  • You can work independently but actively seek collaboration with colleagues and other stakeholders;
  • You have strong communication skills and can clearly explain findings and areas for improvement;
  • You are reliable, discreet, solution-oriented, and have a strong sense of responsibility.

To be eligible to work for the Public Entity of Bonaire, in addition to the aforementioned requirements, you must also meet the criteria described below.

  • You speak and write Dutch and Papiamentu well. Spanish is a plus;
  • You are proficient in working with digital systems.
