Job summary

CAPE Holland, a CAPE Holland group company, seeks an HSSEQ Manager to drive safety, quality and compliance across design and offshore projects. You will lead HSSEQ processes, develop management systems and guide audits while promoting a strong safety culture.

With international exposure and a hands-on approach, you will engage stakeholders, ensure regulatory compliance and support tendering and project execution efforts. Fluency in Dutch and English is required.

Qualifications

  • Proficient in Dutch and English, written and spoken.
  • Minimum 3–5 years HSSEQ experience in related industries.
  • Knowledge of quality and safety standards and ISO auditing.
  • Experience with national and international safety regulations.

The Role:
As HSSEQ Manager at CAPE Holland, you play a key role in ensuring safe, high-quality and compliant working conditions – from engineering design to offshore project execution. You lead and further develop the HSSEQ framework across our organisation and projects, making sure that safety, quality and compliance are embedded in everything we do. The HSSEQ Manager is responsible for leading, managing and developing HSSEQ processes throughout CAPE Holland. The primary objective of the role is to ensure regulatory compliance, promote safe working conditions, ensure the effective application of the business management systems and associated processes, and continuously improve overall HSSEQ performance across the organisation.

WHAT YOU WILL DO:

The key tasks and responsibilities of an HSSEQ Manager are diverse. You lead, manage and further develop the HSSEQ processes throughout CAPE Holland. This includes, among other things:

HSSEQ Management & Compliance
  • Develop, implement and continuously improve HSSEQ policies, procedures and integrated management systems;
  • Ensure compliance with applicable legislation, client requirements and ISO standards (9001, 14001, 45001);
  • Maintain and further develop a structured, auditable and future-proof business management system.
Risk Management & Incident Prevention
  • Identify, assess and manage HSSEQ risks across operations and projects;
  • Lead incident investigations and ensure effective root cause analysis and corrective actions;
  • Ensure appropriate action is taken in the event of unsafe situations.
Audits, Monitoring & Reporting
  • Conduct and oversee audits, inspections and quality controls;
  • Monitor HSSEQ performance and report findings to senior management;
  • Ensure accurate registration and follow-up of incidents and non-conformities.
Training, Culture & Awareness
  • Develop and coordinate HSSEQ training and awareness programmes;
  • Promote a strong safety and quality culture across the organisation;
  • Engage employees and management in safety initiatives.
Project & Business Support
  • Provide HSSEQ support during tendering and project execution phases;
  • Support hazard identification and risk assessments (e.g. Task Risk Assessments);
  • Ensure HSSEQ requirements are embedded in operational activities.
Stakeholder Management
  • Maintain relationships with external stakeholders, including regulatory bodies and auditors;
  • Represent CAPE Holland in HSSEQ-related matters when required.
WHAT WE ARE LOOKING FOR:

You are a proactive and hands‑on HSSEQ professional who feels comfortable operating in a dynamic and multidisciplinary environment. You know how to engage stakeholders at all levels of the organisation and can balance operational priorities with safety, quality and compliance requirements. Due to the international nature of the business, occasional contact outside office hours and customer or site visits may be required. In addition, you possess:

  • HBO (bachelor) working and thinking level, preferably in Health & Safety, or a certified MVK professional with substantial relevant experience;
  • A minimum of 3-5 years’ HSSEQ experience in a relevant industry, e.g. construction technology, mechanical engineering or offshore environments;
  • Experience with quality management systems, HSE legislation, risk management application and ISO auditing;
  • Knowledge of applicable national and international HSSEQ regulations and standards – including VCA-VOL certification;
  • The ability to take full HSSEQ responsibility and accountability;
  • Strong communication and collaboration skills across all organisational levels;
  • Proficiency in both Dutch and English, written and verbal;
  • The ability to operate effectively in a dynamic and changing environment.
