COS B.V. is seeking a senior QHSE Manager to build and embed our QHSE framework from the ground up. You will steer the development of systems, processes, and day-to-day behaviours across the organisation during vessel construction and deployment.

Offshore Wind Logistics B.V. (OWL) is an ambitious and growing company. Dedicated to serve the renewable offshore energy sector, we specialize in hands‑on marine services. In close collaboration with the company Canada Steamship Lines (the CSL-Group), OWL has set-up the joint venture company CSL OWL SRI B.V.

Last year this JV company has ordered two impressive subsea rock installation vessels with which the JV is now evolving into a leading independent marine services provider, offering comprehensive subsea rock installation services.

Introduction

There is no existing structure waiting for you to step into. But there is one waiting to be built.

At COS B.V. (CSL OWL SRI B.V.), we are looking for a QHSE Manager who will take ownership of building and embedding our QHSE framework from the ground up. You will play a key role in shaping how we work, in systems, processes, and day-to-day behaviour.

You will join us during an exciting phase in which two vessels are currently under construction and the organisation is preparing for operational deployment within offshore rock installation projects. What you build today will become the standard for tomorrow.

In this position, you will continuously collaborate with a variety of stakeholders, ranging from ship management to clients, ensuring alignment between systems, processes, and operational execution.

What will you do?

This role combines building with continuous improvement. You will start by creating structure and then ensure it is successfully implemented and embedded throughout the organisation.

During the vessel newbuild phase, your focus will be on developing the QHSE framework. You will ensure that processes, procedures, and documentation are fully aligned and that everything is in place for a safe and efficient operational start-up. In doing so, you will work closely with shipyards, the vessel manager, and other involved stakeholders.

Once the vessels become operational, your focus will shift towards further professionalising QHSE across the organisation and within projects. You will analyse incidents, drive improvements, and play a key role in strengthening the safety culture.

Your responsibilities will include:

  • Designing, implementing, and continuously improving the QHSE management system;
  • Taking end responsibility for QHSE within offshore projects (both on board and onshore);
  • Acting as a sparring partner for the ship management company and clients;
  • Challenging and evaluating external parties on quality and safety standards;
  • Translating policies into practical and workable procedures and instructions;
  • Coordinating audits and certification processes;
  • Taking ownership of the COS management system;
  • Further developing existing ISO certifications and ensuring these are embedded and continuously improved throughout the organisation.

In this role, you will not only execute, you will help define the direction. You will ensure that QHSE becomes an integral and natural part of the organisation.

What do you bring?

We are looking for someone who brings structure, but who is also willing to dive into the details when needed. Someone who does not wait for things to be created, but takes initiative and builds them.

You have experience in a senior QHSE role, preferably within a maritime, offshore, or technical environment, and you understand how to develop systems that are both practical and effective. You are comfortable working with multiple stakeholders and confident in taking ownership and responsibility.

In addition, you recognise yourself in the following:

  • Higher professional or university level working and thinking ability (e.g. IVK, HVK, or MVK equivalent);
  • Experience in setting up and implementing QHSE systems;
  • Knowledge of standards and guidelines such as ISM Code, ISO, and IMCA;
  • Experience with audits, certification processes, and stakeholder management.

What do we offer you?

COS B.V. is a compact and entrepreneurial organisation within the maritime industry, consisting of approximately 25 office employees and 100 maritime crew members.
