HSEQ Manager
Pacific International is partnering with an international engineering and infrastructure organisation to appoint a HSEQ Manager. This role presents an exciting opportunity to take ownership of the HSEQ function, ensuring alignment with the wider business strategy while embedding a strong culture of safety, compliance, and continuous improvement. It is a highly visible leadership position, focused on driving best practice, strengthening governance frameworks, and supporting operational teams to achieve consistently high standards.
The successful candidate will work closely with senior leaders and site-based teams across multiple locations, influencing behaviours, aligning standards, and implementing effective systems that enhance operational performance and risk management. Acting as a trusted advisor, the HSEQ Manager will play a key role in supporting operational excellence, regulatory compliance, and long-term sustainability objectives.
This position requires a proactive, hands‑on approach, with regular engagement across the organisation to promote consistency, accountability, and continuous improvement in health, safety, environmental and quality performance.
Key Responsibilities
- Provide visible HSEQ leadership across projects, holding teams accountable, and embedding clear ownership within the line organisation.
- Drive measurable improvements in health, safety, environmental and quality performance through KPIs, audits, reporting, trend analysis, and effective follow‑up.
- Ensure certifications and compliance with relevant standards, balancing rigour with practical, business‑ready implementation.
- Design and deliver impactful interventions, including toolbox talks, training programmes, site visits, and contractor management initiatives.
- Develop and execute a multi‑year HSEQ roadmap aligned to the wider business strategy.
- Shape HSEQ governance, structure, prioritisation, and decision‑making at Management Team and Executive Board level.
- Scale and strengthen the HSEQ function by building the team, clarifying roles and responsibilities, and developing current and future leadership capability.
Qualifications
- Higher education required; a Master’s degree is a strong advantage.
- 15+ years of total professional experience required, with a proven track record of leadership.
- Demonstrated experience in building structure, driving performance, and developing high‑performing teams.
- Strong expertise in audits and certifications, KPI‑driven management, and leading change initiatives.
- Ability to operate effectively at both hands‑on operational level and strategic governance level, engaging with Management Team and Executive Board stakeholders.
- Fluent in Dutch and English.
- Clear, confident, and credible communicator, able to challenge constructively, foster open dialogue, and take a firm stance when required.
